Project Description:

Applicant proposes to construct a rock sill system backfilled with clean sand and salt tolerant vegetation. Also proposed is the excavation of small channels (1' wide, 1' deep) to reconnect waterlogged marsh plain with an existing channel to facilitate drainage of waterlogged areas, and the spot treatment of phragmites with Glyphosate herbicide. The purpose of the project is salt marsh preservation and restoration. The project is proposed in the tidal wetlands area of Reynolds Channel known as the littoral zone (LZ) and in an area adjacent to the tidal wetlands known as intertidal marsh (IM).The project is located in Lido Beach, Town of Hempstead, Nassau County.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 24, 2017.
