Project Description:

The applicant proposes to construct a permanent straddle crane trestle system at 126 S Port Road, Albany. Construction will require approximately 24 structural support piles, approximately 12 fender piles and 350 ft of stream bank impact. An inlet channel will be constructed, requiring 2,000 cubic yards of dredging to occur to a uniform depth of -15 ft mean low water. 650 cubic yards of fill will be required. Sediment will be removed via barge mounted crane with a clamshell bucket and transported to the existing sediment dewatering area located within the Port of Coeymans. Sediment samples will be sent to a lab for testing, and dredged materials will either be used to stabilize existing internal haul road(s) or transported to Seneca Meadows Landfill. A Beneficial Use Determination (BUD) will be in place prior to construction.

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modification to the Air Title V Facility Permit for the operation of a new dual fired boiler, and the reconfiguration of one existing permitted dual fired boiler to fire natural gas and ultra-low sulfur diesel fuel. The second permitted dual fired boiler shall be decommissioned and removed from the permit. The operation of the new boiler in place of one of the currently permitted boilers will result in a net reduction in air emissions.

The facility will no longer fire Number 6 fuel oil in any of the boilers as part of this permitting action. This facility is located at 58 Riverside Ave., City of Rensselaer, County of Rensselaer, and is owned by Sprague Energy Corp.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
