Public Notice

Notice for Public Input on the Fish Creek Unit Management Plan for Kasoag, Klondike, Orton Hollow and Stone Hill State Forests

The New York State Department of Environmental Conservation (NYS DEC) is beginning the Unit Management Plan (UMP) process for 3,464 acres of State Forest land in the Kasoag, Klondike, Orton Hollow and Stone Hill State forests in the Towns of Amboy and Williamstown, Oswego County, New York. This UMP will assess the natural, physical, social and recreational resources of the landscape and provide a solid foundation for the development of long term land management goals, objectives and actions.

Public participation is a very important part in creating the UMP and NYS DEC is asking for public input and ideas as the plan is developed. The public is invited to share their ideas about plan development during the scoping period which runs from February 15, 2017 through March 15, 2017. The public is invited and encouraged to provide feedback in a number of ways including:

The public is encouraged to stop by either session any time during these hours. The facility is wheelchair accessible. Please provide any requests for specific accommodation in advance to NYS DEC at (315) 298-7467. These sessions provide an opportunity for the public to meet with NYS DEC staff and share their thoughts, concerns and suggestions regarding management of lands in these forests. This is the first of many opportunities for the public to be involved in the planning process.

Negative Declaration

Broome County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Vivito Group LLC Mine will not have a significant adverse environmental impact. The action involves a proposal by the applicant, William Hall, to expand an existing permitted 3.8 acre bluestone mine to a 7.0 acres on 81.61 acres of land owned by Vivito Group, LLC. The mine is located at 75 Hargrave Road on the northwest side of Hargrave and Judd Road southwest of the Town of Windsor, New York. The mine is intended to operate as a bluestone quarry to be excavated by industry standards, with all marketable stone removed by pallet and sold per market conditions. Waste rock to be reclaimed on site. Mining is not proposed below the water, and will be done by temporary, portable equipment for drilling, or cutting of bluestone slabs, and palletizing onsite. Mining is proposed to remove approximately 600 cubic yards per year of Bluestone over the estimated 5 year operational life-of-mine. The reviewed Life-of-Mine area is 7 acres. Final reclamation will restore the site to current use of natural habitat and hunting.

Onondaga County - The Onondaga County Industrial Development Agency (IDA), as lead agency, has determined that the proposed Welch Allyn, Inc. State Street Project will not have a significant adverse environmental impact. The action involves the application for financial assistance to the Onondaga County Industrial Development Agency for the following: (A)(1) the construction of distribution, warehouse and laboratory additions totaling approximately 110,000 square feet to an existing manufacturing and office facility; (2) the renovation and retrofitting of approximately 15,000 square feet of existing space at 4341 State Street Road, in the Town of Skaneateles, New York and (3) the acquisition and installation in the Facility of certain equipment and (B) the lease (with an obligation to purchase) or sale of the Project Facility to the Company.

Tioga County - The Town of Spencer / Village of Spencer Joint Planning Board., as lead agency, has determined that the proposed Alva 3 - 2 MWac Community Solar Photovoltaic Arrays will not have a significant adverse environmental impact. The action involves the consideration of the site plan application submitted by SUN8 PDC LLC (SUN8) for a portion of property owned by Carl Alve. The application provides for the development, construction and operation of three, 2-megawatt solar photovoltaic (PV) community solar facilities on a portion of this property. The project is located at 350 Van Etten Road in the Town of Spencer, New York.

Tioga County - The Town of Spencer / Village of Spencer Joint Planning Board., as lead agency, has determined that the proposed C Pasto - 2 - 2 MWac Community Solar Photovoltaic Arrays will not have a significant adverse environmental impact. The action involves the consideration of the site plan application submitted by SUN8 PDC LLC (SUN8) for a portion of property owned by Cris Pasto. The application provides for the development, construction and operation of two 2-megawatt solar photovoltaic (PV) community solar facilities on a portion of this property. The project is located at 292 Van Etten Road in the Town of Spencer, New York.

The action involves the consideration of the site plan application submitted by SUNS PDC LLC (SUN8) for a portion of property owned by John and Cynthia Gillis. The application provides for the development, construction and operation of one I -megawatt solar photovoltaic (PV) community solar facility on a portion of this property. The project is located north of Route 96 (Candor Road) in the Town of Spencer, New York.

The action involves the consideration of the site plan application submitted by SUNS PDC LLC ("SUN8") for a portion of property owned by Arne and Joyce Pasto. The application provides for the development, construction and operation of one 2-megawatt solar photovoltaic (PV) community solar facilities on a portion of this property. The project is located at 256 Van Etten Road in the Town of Spencer, New York.

Conditioned Negative Declaration

Onondaga County - The Town of Clay Planning Board, as lead agency, has determined that the proposed Fox Dealership Site Plan will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice.

The action involves a Site Plan approval for a proposed Chevrolet car dealership. The Site Plan is for the purpose of allowing construction of an automobile sales and service facility with parking lot, drive lanes, extension of sanitary sewer service to the property, drainage improvements and the construction of stormwater management areas. The property does contain wetland areas. The project is located at 3687 NYS Route 31 in the Town of Clay, New York.

The conditions are:

The Applicant must obtain and comply with all required permits and approvals including the United State Army Corps of Engineers (US ACOE) Nationwide Permit for wetlands disturbance/mitigation; New York State Department of Environmental Conservation (NYS DEC) Water Quality Certification; New York State Department of Transportation (NYS DOT) ingress/egress approval; Town of Clay acceptance of the project's Storm Water Pollution Prevention Plan (SWPPP); and full compliance with NYS DEC State Pollutant Discharge Elimination System (SPDES) General Permit GP-0-15-002 for Construction Activity.

Positive Declaration

Madison County - The Town of Cazenovia Town Board, as lead agency, has determined that the proposed 2017 Application (Treatment) of the Herbicide Renovate 3 (Triclopyr) may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted March 7, 2017. The action involves the treatment of up to 250 + acres of the littoral (nearshore) zone of Cazenovia Lake through the application of the herbicide "Renovate 3". The treatment is designed to address the increased presence and proliferation of the invasive aquatic plant Eurasian watermilfoil (Myriophyllum spicatum) which had dominated the aquatic plant community in recent years. This action represents a fifth phase of treatment (2017 treatment) and will complement previous treatments of affected areas of the Lake. The project is located in Cazenovia Lake in the Town of Cazenovia, New York.
