Notice of Proposed Bridge Maintenance by Contract

New York State Department of Transportation Project Identification Number 780612

The project proposes a bridge maintenance project in the Village of Canton, St. Lawrence County. The project will include washing and corrective maintenance activities (new wearing surface, bearing and joint repair) on bridge #1008770, and 1008780, which carries US Route 11 over the Grasse River.

This project invokes Section 4 (f) of 49 U.S.C. 303 Section 6009(a) since there are public parks adjacent to the project area. A de minimis finding by the Federal Highway Administration (FHWA) is anticipated.

Maps, drawings and other pertinent information developed by the New York State Department of Transportation (NYS DOT) are available for public inspection and copying at the office contact listed below.

Negative Declaration

Herkimer County - The Town of German Flatts, as lead agency, has determined that the proposed Fulmer Creek GreenPlain Floodplain Restoration and Flood Mitigation Project will not have a significant adverse environmental impact. The action involves creating a floodplain and a more natural channel configuration that has the capacity to convey the 100-year flood flows, reduce erosion, and restore habitat. The estimated bank full dimensions would be 60 feet wide by 3 feet deep and the floodplain bench would range in width between 110 feet and 145 feet wide. To accomplish this work portions of several roadways within the Village of Mohawk will need to be removed, as well as utilities and walls along the stream bank. The restoration work will include bank stabilization, stream habitat enhancement, installation of flow control measures, and the creation of two open space areas that will be used as public recreation parks.

The project site extends 6,850 linear feet along Fulmer Creek from 100 linear feet downstream of West Main Street to the upstream extent at the former Leather Stocking Trailer Park in the Village of Mohawk and Town of German Flatts, New York,

St. Lawrence County - The City of Ogdensburg City Council, as lead agency, has determined that the proposed Wastewater System Improvements will not have a significant adverse environmental impact. The action involves a proposal to replace/upgrade equipment; improve treatment processes; and improve existing infrastructure at the City of Ogdensburg Wastewater Treatment Facility (WWTF) The project will also include improvements to the existing collection system and three pump stations (South Water Street, Main Street and the Psychiatric Center). All of the proposed work will occur on fully developed sites. The work at each pump station will be confirmed within the existing building and generally include replacement in kind of equipment.

Also included will be the installation of a sewer force main near the intersection of Elizabeth Street and Riverside Avenue to the WWTF within the existing right-of-way (ROW); the installation of a pump station near the intersection of Elizabeth Street and Riverside Avenue for overflow wastewater conveyance within the existing ROW; and the installation of a new wastewater storage system at the WWTF.

The project is located in the City of Ogdensburg, New York.
