Project Description:

The proposed project is the construction of a 69 kV electrical substation including five new transmission poles, two new H-frame structures, two steel replacement poles, underground utility work along an already existing access road, and a four-foot high berm to improve viewshed from NYS Rte 209. The project will permanently disturb 130 square feet of Wetland PN-30 (Class 2), and temporarily disturb 5,050 square feet of said wetland.

Project Description:

NYSDOT Region 8 is seeking Section 401 Water Quality Certification from NYSDEC for the placement of heavy and medium stone rock for the purpose of stabilizing 952 linear feet of the banks of Rondout Creek [Water Index # H-139-14, Class B] and 182 linear feet of the banks of Rochester Creek's outlet to Rondout Creek [Water Index No. H-139-14, Class B], in conjunction with the replacement of the Route 209 Bridge over Rochester Creek.

The existing bridge, approximately 40 feet in length, is to be removed and will be replaced with a bridge that spans both tributaries, approximately 400 feet in length. The approaches of the bridge will be raised above base flood elevation and the area beneath the bridge will be graded back to provide a larger cross-sectional opening to improve the hydraulic capacity.

No further review in accordance with SHPA is required.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
