Franklin County - The Town of Malone, as lead agency, has determined that the proposed Solar Farm Landfill Project will not have a significant adverse environmental impact. The action involves the construction of a 3.55 megawatt (MW) solar farm located on the closed Malone Landfill. This is a joint solar project between Franklin County and the Village of Malone. The project is located at 326 Brand Road in the Village of Malone, New York.

Fulton County - The Town of Broadalbin Planning Board, as lead agency, has determined that the proposed 2 Megawatt (MW) Solar Array will not have a significant adverse environmental impact. The action involves the construction and operation of a 2 MW solar array on approximately 65 acres of land. Approximately 11.5 acres will contain the 2 MW solar array and associated infrastructure. The road access will be via a deeded easement on the adjoining property. The project is located on NYS Route 29 in the Town of Broadalbin, New York.

Saratoga County - The Town of Moreau Planning Board, as lead agency, has determined that the proposed Cerrone Builders Subdivision at Old Bend Road will not have a significant adverse environmental impact. Saratoga County - The Town of Halfmoon Town Board, as lead agency, has determined that the proposed Kensington at Halfmoon Phase II Planned Development District will not have a significant adverse environmental impact. The action involves the enactment of Local Law #8 of 2016 amending the Town Code of the Town of Halfmoon to authorize the construction of a 60 unit multi-family apartment development on approximately 17.39 acres on Stone Quarry Road in the Town of Halfmoon, New York. Ten buildings, with 6 units/building, and 91 enclosed and outside parking spaces are proposed. The site will be served by public water and public sewer. Approximately 77% of the site will be undeveloped, open space, with passive recreation areas, walking trails and sitting areas.

Saratoga County - The Town of Halfmoon Planning Board, as lead agency, has determined that the proposed Brookwood Farms Subdivision will not have a significant adverse environmental impact. The action involves a proposed 7 unit single family home development on approximately 56.42 acres along Brookwood and Devitt roads in the Town of Halfmoon, New York. The project will utilize public water and install private sewer (septic) systems on each lot, with on-site stormwater management. Approximately 3.9 acres are proposed to be transferred to adjacent property owners.

Positive Declaration

Saratoga County - The Saratoga Lake Protection and Improvement District, as lead agency, has determined that the proposed Saratoga Lake Invasive Species Long Term Management Plan may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The Saratoga Lake Protection and Improvement District (SLPID) prepared a draft environmental impact statement (Draft EIS) in 2006 to describe the management of aquatic plants and invasive species in Saratoga Lake, SLPID will now prepare a Draft Supplemental EIS (SEIS) on this topic to address both changes in available herbicides for the control target species Myriophyllum spicatum, Potamogeton crispus, Hydrilla verticillata, and species identified as invasive by New York State Department of Environmental Conservation (NYS DEC).

At a meeting on January 26, 2017 SLPID voted to issue a positive declaration for this action. A Draft SEIS is necessary to revise plans to address requirements of Pesticide General Permit State Pollution Discharge Elimination Permit GP-0-16-005, changes in herbicide labels, and changes in herbicide products. A Draft SEIS is also necessary because the prior management plan was completed as a Draft EIS; and will provide the overall management of Saratoga Lake invasive species, lake management, and general watershed objectives that within the purview of the statutory authority of SLPID. The potential impacts of each of the future phases of the project including herbicide impact to non-target plants, potential impact to palustrine wetlands, and fisheries impacts. The Draft SEIS will identify the practical mitigation measures to avoid or eliminate significant environmental impacts.

The project is located at Saratoga Lake in the Towns of Malta, Stillwater, Saratoga and the City of Saratoga Springs, New York.
