Project Description:

Applicant proposes shoreline improvements to the northern shoreline of Hook Creek by the removal of 8,755 square feet (SF) of Phragmites, restoration of 8,250 SF and creation of 10,250 SF of vegetated tidal wetlands, as well as the installation of coir logs. A berm and vegetated swale running parallel to the shoreline and improvements to existing drainage infrastructure are also proposed for flood control. A 12' wide pedestrian path, pedestrian bridge and overlooks are proposed along the length of the project area. Also proposed is the reconstruction of the bulkhead surrounding Brook Road Park. The project is located at Brook Road Park and the shoreline between Forest Road and Mill Road, South Valley Stream, Town of Hempstead, Nassau County, NCTM# 39-502-67 & 39-495-8.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Governor Office of Storm Recovery (GOSR)

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The Long Island Railroad proposes to rehabilitate their Indian Island culvert. The existing culvert is to be lined with polyethylene piping (HDPE). Deteriorating wing walls will be replaced. To facilitate the proposed work, dewatering at up to 3.744 MGD for a duration of one day would be authorized. Discharge will be to Terry Creek. The project is located on Indian Island - culvert location is under the LIRR tracks along Hubbard Lane (500 feet east of Indian Point Road) in the Town of Riverhead, Suffolk County.

The proposed discharge is located within an area designated as a sole source aquifer. The following water purveyors have been identified as having service areas located within a 3‑mile radius of the applicant's facility: Suffolk County Water Authority.
