Negative Declaration

Madison County - The City of Oneida Planning Commission, as lead agency, has determined that the proposed Twin Lantern Solar Project will not have a significant adverse environmental impact. The action involves a proposal by the applicant, Twin Lantern Solar Partners LLC, for a project involving the installation of an approximately 2 MW fixed-tilt ·ground-mounted solar photovoltaic system. The project is located off Hubbard Place in the City of Oneida, New York.

Onondaga County - The Village of Fayetteville, as lead agency, has determined that the proposed Canal Park Landing Project will not have a significant adverse environmental impact. The action involves the connection of the previous phase of the Canal Landing Park and the enhancement of the connectivity between the Erie Canal (north), the upper Village (south of Feeder Street), and ball fields (east of Feeder Canal). The existing two span Feeder Street Bridge (BIN 4433180) will be completely removed and rehabilitated. The concrete superstructure will be removed and replaced with a prefabricated truss (mimicking the style of the adjacent pedestrian bridge) having a span of approximately 40 feet and 12 foot rail-to-rail width. A new pedestrian bridge is also proposed to cross the Feeder Canal in the vicinity of the existing baseball fields. A prefabricated truss with approximately a 45 foot span and 6 foot rail-to-rail width will be installed in this location. The proposed truss will be supported on cast-in-place footings, identical to the footings described above, which would be poured on the banks within upland areas adjacent to the Feeder Canal. The existing gravel trail will also be paved for approximately 1,450 feet, extending from the end of pavement on Feeder Street (south of the Feeder Street Bridge) north to the existing Erie Canal extension access control gate. To extend the usable window for the trail and to provide security for the Park, lighting will be installed adjacent to the trail. All work will be performed in areas previously disturbed by the construction of the existing stone dust trail, with all excavation being surficial and in upland areas. The project is located at 425 East Genesee Street in the Village of Fayetteville, New York.
