Notice of Acceptance of Draft GEIS and Public Hearing

Sullivan County - The Town Board of the Town of Liberty, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Comprehensive Plan Update and Updates to the Zoning Code. A public hearing on the Draft GEIS will be held on February 27, 2017 at 7:00 p.m. at the Liberty High School Auditorium, 125 Buckley Street, Liberty, New York 12754. Written comments on the Draft EIS will be accepted by the contact person until 10 calendar days after the close of the public hearing, or 30 calendar days from the filing of this Notice and the Draft GEIS, whichever is later. The Draft EIS is available from the contact person listed below and on line at: http://www.townofliberty.org/category/announcements/.

The action involves a proposal to update the Comprehensive Plan with new information specifically regarding the community's vision for future land use, and the town subdivision code, zoning code and district maps are proposed to be updated and amended with substantial changes. These changes include: modifications to permitted uses and special permit uses in every district; modifications to the minimum lot size in the AC district; new cluster (conservation) subdivision regulations; changes to many zoning definitions; changes to site plan and special use permit review; creation of a new wellhead protection overlay district and miscellaneous other items. The public and interested agencies are encouraged to review the proposed documents and provide written comments. The project is located throughout the Town of Liberty, New York.

Notice of Acceptance of Final EIS

Westchester County - The Village of Port Chester Board of Trustees, as lead agency, has accepted a Final Environmental Impact Statement on the proposed United Hospital Redevelopment. A public hearing on the Draft GEIS will be held on January 31, 2017 at 7:00 p.m. at the Village of Port Chester Senior Center, 220/222 Grace Church Street, Port Chester, NY. The Final EIS is available from the Village of Port Chester Village Hall, 222 Grace Church Street, Port Chester, NY; the Port Chester-Rye Brook Library, 1 Haseco Avenue Port Chester, NY and on line at: http://www.portchesterny.com/Pages/PortChesterNY_Starwoodsite/index.

The action involves a proposal by the Applicant to redevelop an approximately 15.4 acre property into a mixed use development that replaces the existing vacant and underutilized former hospital buildings and an associated apartment building with a mixed use development that includes 230 age restricted housing units, 500 non age restricted housing units, approximately 90,000 square foot of retail/restaurant uses, approximately 217,000 square foot of office/medical wellness use, and a 135 key limited service hotel. The Project would be supported by approximately 1,453 on-site parking spaces.

To facilitate the proposed redevelopment, the Applicant has petitioned for a zone text amendment to the site's current zoning district (PMU) to allow additional density on the Site.

The project is located at 406 Boston Post Road and 999 High Street in the Village of Port Chester, New York.
