Negative Declaration

Genesee County - The Town of Oakfield, as lead agency, has determined that the proposed Comprehensive Plan Addenda and Zoning Revisions will not have a significant adverse environmental impact. The action involves the adoption of Comprehensive Plan addenda to implement the recommendations of the Green Genesee/Smart Genesee project. The Comprehensive Plan will guide decisions regarding the protection of water quality and natural resources, hamlet redevelopment, neighborhood character, walkability and accommodating multiple modes of transportation, energy efficiency and renewable energy.

The action includes the following amendments to Town Zoning Regulations:

1) Form-based Codes to apply to new residential subdivisions;
2) Conservation and stream corridor overlay district - map and regulations;
3) Regulations to provide for small-scale and large-scale solar energy facilities and electric vehicle charging stations;
4) Zoning amendments to Section 100 Purpose (add energy), Section 425 (add 150 foot setback from streams for manure storage).

The project is located throughout the Town of Oakfield, New York.

Livingston County - The Town of Avon, as lead agency, has determined that the proposed 2017 Comprehensive Plan Update will not have a significant adverse environmental impact. The action involves an amendment and update to the previously adopted Comprehensive Master Plan of the Town of Avon. The purpose of the update to the Comprehensive Master Plan is to ensure that the vision of the citizens of the Town of Avon has been captured in a document that will act as a guide to various governing boards and elected officials of the Town of Avon that are responsible for implementation of legislation and policies for the Town which impact the health, safety and quality of life of Town residents, property owners and businesses. The project is located throughout the Town of Avon, New York.

Monroe County - The Town of Irondequoit Town Board, as lead agency, has determined that the proposed Athletic Field Construction Project will not have a significant adverse environmental impact. The action involves the construction of four athletic (soccer and lacrosse) fields, which will require regrading of the existing earthen berm. In addition, the project includes construction of a parking area with an estimated 150 spaces and a ten foot tall board fence along the Van Lare Wastewater Treatment Plant property line adjacent to the fields. Stormwater management improvements will also be constructed. The project is located at 1301 Lakeshore Boulevard in the City of Rochester, New York, at Camp Eastman, a 90.9 acre Town of Irondequoit Town Park. The project site is located within the municipal boundary of the City of Rochester.
