Negative Declaration

Dutchess County - The Planning Board of the Town of Red Hook, as lead agency, has determined that the proposed Teviot Tree Removal will not have a significant adverse environmental impact. The action involves an application by Teviot Property LLC for a Special Permit from the Town of Red Hook Planning Board to remove 75 trees within 1,000 feet of the Hudson River on a 62.9 ± acre parcel of land located in the Town's Waterfront Conservation, Scenic Corridor Overlay, and Historic Landmarks Overlay Zoning Districts. As part of a prior application for a Special Permit for a swimming pool on the subject property, the Planning Board in June 2009 approved the removal of seven (7) trees on the property to restore the property's original landscaping. The applicant subsequently removed a total of 75 trees without a Special Permit from the Planning Board, and on January 24, 2012 the applicant was notified by the Town's Zoning Enforcement Officer that a Special Permit was required pursuant to § 143-30 of the Town Zoning Law, which states that any development within 1,000 feet of the high water mark of the Hudson River shall be subject to special permit review. The applicant subsequently applied to the Planning Board for a Special Permit for the removal of the 75 trees and for a Vegetation Management Plan including the planting of 85 trees, in order to restore the designed landscape and historic viewshed. The project is located at 40 Davis Lane in the Town of Red Hook, New York.

Dutchess County - The Town Board of the Town of Red Hook, as lead agency, has determined that the proposed Adoption of Amendments to Greenway Connections will not have a significant adverse environmental impact. The action involves the adoption of amendments to Greenway Connections, a planning document cited in the Zoning Law and Subdivision Regulations, to include 7 new Greenway Guides: Centers and Greenspaces; Slower Safer Streets; Rural Roads; Building Bicycle Networks; Convenience Stores with Gas Pumps; Recycling and Waste Collection; and Green Infrastructure. The project is located throughout the Town of Red Hook, New York.

Ulster County - The City of Kingston Planning Board, as lead agency, has determined that the proposed 301 Wall Street will not have a significant adverse environmental impact. The action involves the conversion of an existing building into a 9 room hotel. The project is a Type I action due to its location in the Nationally Designated Stockade Historic District. The project is located at 301 Wall Street in the City of Kingston, New York.

Ulster County - The City of Kingston Planning Board, as lead agency, has determined that the proposed Westchester Medical Center (WMC) Health Alliance will not have a significant adverse environmental impact. The action involves the construction of a 110,000 square feet addition to an existing hospital. Project will include associated site improvements to parking, signage, stormwater, landscaping, lighting, etc. The project is located 105 Mary's Avenue in the City of Kingston, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Westchester County - The Town of Mt. Pleasant Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed PepsiCo Research and Development (R&D) Facility Expansion. A public hearing on the Draft EIS will be held on February 2, 2017 at 8:00 p.m. at the Town of Mount Pleasant Town Hall, Court Room, 1 Town Hall Plaza, Valhalla, NY. The Draft EIS is available from the Town of Mount Pleasant Town Hall, 1 Town Hall Plaza, Valhalla, NY and on line at: http://www.mtpleasantny.com/planning-zoning-department/pages/deis-feis-documents.

The action involves the renovation and expansion of the PepsiCo R&D Center. Specific improvements include the construction of a new 122,000 square foot, three story research and development building, along with associated off street parking (125 new spaces for a total of 527 off street parking spaces), landscaping, utility and stormwater management infrastructure. Additionally, interior renovations of the two existing buildings are proposed, including the expansion of the mezzanine level and a vestibule at the 350 Columbus Avenue building adding 15,000 square feet of floor area to the existing building, along with the overall modernization of the site and facilities. The project is located at 350 Columbus Avenue in the Town of Mt. Pleasant, New York.
