Project Description:

The Department has prepared a draft permit (SPDES #NY 0275905) and made a tentative determination to approve an application for an existing discharge of up to 1,000 gallons per day of treated wastewater from a grit chamber and oil/water separator system to an unnamed tributary of Dyke Creek. A second outfall discharges sanitary wastewater to groundwater after treatment by a septic tank/absorption field system. The facility is a highway vehicle maintenance garage.

As a tentative determination, the Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of an activity for which a permit is sought.

State Environmental Quality Review (SEQR) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit No. NY0258890 pursuant to 6 NYCRR Part 750-1.18 and 750-1.19, the priority ranking system known as New York State's Environmental Benefit Permit Strategy (EBPS).

The City of Olean Water Treatment Plant is authorized to discharge a monthly average of 0.20 million gallons per day (MGD) of wastewater from filter backwash and other drinking water treatment processes into Olean Creek, a class C waterbody. Treatment includes chemical addition for chlorine removal and settling prior to discharge.

The proposed modifications to this permit include: the change of the facility's class from Class 01 (Significant Minor Industrial) to Class 04 (Non-Significant Minor Industrial); the reduction of the Total Residual Chlorine limit (Daily Maximum) from 0.10 mg/L to 0.05 mg/L; the reduction of the Total Iron limit (Daily Maximum) from 4.0 mg/L to 1.0 mg/L along with the removal of the Monthly Average limit; the reduction in Total Manganese limits from 4 mg/L to 2 mg/L (Daily Maximum) and 2 mg/L to 1 mg/L (Monthly Average); the replacement of Dissolved Aluminum with Total Aluminum as a monitoring parameter with a Daily Maximum limit of 4 mg/L and Monthly Average limit of 2 mg/L; and the updating of general permit conditions.

The Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. A draft permit is available for review.
