Project Description:

The Department has made a tentative determination to issue a discharge permit for the existing Polkville Crushed Stone facility. The permit renewal and modification would authorize continued discharges into the Tioughnioga River from 3 outfalls, 2 associated with the Asphalt Bulk Storage Plant and one associated with runoff from the Sand and Gravel Processing/Mixing Plant. The draft permit includes reduced action levels for Benzene, Toluene, Xylene, and Ethylbenzene, and a monthly average limit of 15 mg/L TSS is added for Outfall 002.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes to expand and renew an existing sand and gravel mine located south of County Route 3, north of Peat Bed Road, and west of Phinney Road, in the Oswego County towns of Hannibal and Granby. Currently mining is permitted within a 26 acre life of mine on a 70 acre parcel. The proposal will expand the life of mine by 17.4 acres, bringing the total life of mine to 43.4 acres. Mining of unconsolidated sand and gravel will occur above and below the water table. Reclamation of the mine includes the creation of a 33.4 acre pond and 10 acres of vegetated upland areas. A one acre section along the southern boundary of the proposed life of mine will be used as a clean fill importation area. This area will be mined to five feet above the water table, and approximately 35,000 cubic yards of clean imported fill will be used to reclaim this area to existing grades. Processing of material within the mine includes crushing and screening. Application materials and graphic mining plans are available for review in the Region 7 Syracuse office of the NYSDEC.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
