Project Description:

The applicant proposes to replace a portion of their existing subsurface wastewater treatment and disposal systems. The proposed "North Campus" wastewater system will serve 5 existing residential cottages, 26 existing boarding rooms without kitchen or laundry facilities and the existing 99 seat assembly hall known as "Paine Hall". The proposed system has been designed for a maximum daily flow of 7,728 gallons per day from Outfall # 003. The system will consist of new septic tanks; a gravity effluent collection system; duplex pump station and force mains; and 8 new leach fields. In addition to the new wastewater system, the facility also operates 2 permitted discharges (Outfalls # 001 and 002) and 7 non-jurisdictional systems which do not require permit coverage.

The DEC has prepared a draft permit and made a tentative determination to issue a modification of the applicant's State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law to allow the proposed wastewater system replacement. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the DEC at this time. As a tentative determination, the DEC seeks comments on the proposed action. The tentative determination does not signify DEC approval or endorsement of the action for which permit coverage is sought.

Project Description:

Applicant has requested a continuation of their Air State Facility (ASF) permit for emissions associated with the building boilers (heat source) and previously permitted wastewater remediation (via air stripper) at the General Electric TDIS facility located at 381 Upper Broadway, Fort Edward. They will be removing capping restrictions that were necessary when the remainder of the plant was still running.
