Negative Declaration

Oswego County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Peat Bed Road Mine Expansion will not have a significant adverse environmental impact. The action involves a 17.4 acre expansion of the 26 acre permitted life-of-mine (LOM) on a 70 acre parcel. The 17.4 acre expansion will increase the life of mine to 43.4 acres. Mining will include the use of an excavator, front end loader, and dragline to remove unconsolidated sand and gravel from above and below the water table. Reclamation will include the creation of a 33.4 acre pond, and 10 acres of vegetated upland areas. An area of approximately one acre in size along the southern most life of mine boundary will be used as a clean fill importation areas. This area will be mined to 5 feet above the water table, and approximately 35,000 cubic yards of imported clean fill will be used to reclaim this area to existing grades. Material processing within the mine includes crushing and screening. The project is located south of County Route 3, north of Peat Bed Road, and west of Phinney Road in the towns of Hannibal and Granby, New York.
