The applicant proposed to conduct a research, development, and demonstration (RD&D) project for evaluation of the truck to rail transfer of bagged bales and cross-wrapped bales of municipal solid waste (MSW). The loaded railcars will be covered with a hard cover.
The facility would receive up to 900 tons per day of baled waste wrapped with a pre-stretched biodegradable polyethylene film or placed in a bag manufactured of similar material with heat sealed seams. Bales would be placed directly from flatbed trailers into railcars. The railcars are proposed to remain at the transfer location until a minimum of 10 railcars have been filled with baled MSW. The 10 railcar minimum facilitates no dwell time at the Fresh Pond Rail Yard. Waste will be transported to permitted out-of-state facilities. The applicant would be required to conduct daily monitoring for odors and continuous monitoring for particulates in and around the site.
Filed application documents, and New York State Department of Environmental Conservation (NYS DEC) draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
In order to ensure the public has had an adequate opportunity to assist NYS DEC in its review, the public comment period has been extended until February 10, 2017.

Suffolk County - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has determined that the proposed Sunken Meadow Comprehensive Resilience and Restoration Plan will not have a significant adverse environmental impact.
NYS OPRHP proposes green infrastructure at parking Field 2, marsh and upland restoration and a study into improving access for diadromous fish to two miles of Sunken Meadow Creek. The fish passage study will investigate closure and/or restoration of several historic weirs located on Sunken Meadow Creek near Cranford's Pond. Field 2 will be redeveloped using bioretention areas, decreasing impervious surfaces and restoring floodplain and riparian buffer areas to prevent 3.9 million gallons of stormwater runoff from entering Sunken Meadow Creek while preserving overflow parking. In addition, two acres of deteriorated marshland will be restored. The project is located at Sunken Meadow State Park in Kings Park, Town of Smithtown, New York.
