Project Description:

The Town of Marathon proposes to stabilize and armour 589 feet of Hunts Creek at Galatia Street to control erosion and stabilize slopes of the roadway. Stabilization will be a mix of large rock riprap and re-graded vegetated slopes in accordance with plans prepared by Keystone Associates.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes to reopen and operate a 20.5 acre sand and gravel mine within a 60 acre parcel. The project site is located on lands currently owned by Ernest Corlis and is located on County Route 23A about one mile northwest of the hamlet, Gayville. A portion of the mining is proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material below the local water table. Mining is proposed to remove approximately 1.4 million tons over the estimated 15+ years of operational life of the mine. Material will be placed in stockpiles or berms. Processing on-site will include a portable screen and crusher. The site will be reclaimed by grading and revegetation, suitable for an open space meadow, wildlife and recreational uses in addition to a 5 acre pond. Upland reclamation will include the replacement of stockpiled topsoil, and reseeding with an approved USDA SCS seed mixture. The reviewed Life-Of-Mine (LOM) area is 20.5 acres.

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
