Project Description:

The Department has drafted a permit and made a tentative determination to approve this application to re-issue the State Pollutant Discharge Elimination System (SPDES) permit which authorizes existing discharge of 11,000 gpd treated wastewater to a tributary of Dead Creek, a Class D waterbody, from the applicant's facility located at 241 Moffitt Rd in Plattsburgh. This draft permit proposes the following changes from the previous permit: an Ammonia Nitrogen monthly average effluent limit of 12 mg/L; requirements for seasonal disinfection; a Total Residual Chlorine daily maximum effluent limitation of 0.02 mg/L; requirement for monthly reporting (instead of annual); and a Dissolved Oxygen daily minimum limitation of 7.0 mg/L. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. SPDES# NY-024 0133.

Project Description:

Wetland impacts associated with the development of a 27 lot residential subdivision along Grooms Road in the Town of Clifton Park to include portions of one storm water basin and access drive, impacting approximately 4,000 s.f. of state regulated class 2 freshwater wetland N-12 adjacent area (the discharge for which shall be within the wetland adjacent area); one 4-inch HDPE sewer force main to be installed via directional drilling under (to cross) approximately 600 feet of Class 2 wetland N-1 with all staging and bore pits located outside the wetland and adjacent area, and the relocation of one existing parking lot, approximately 6500 s.f. of which to be within the class 2 regulated wetland N-11 adjacent area.
