Negative Declaration

Albany County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Cargill Grain Lease Site will not have a significant adverse environmental impact. The action involves a proposal by the Albany Port District Commission to reconstruct 840 linear foot of wharf, install a roll-on roll-off ramp (RoRo ramp), construct a 45,000 square foot warehouse, demolish and rebuild a 58,000 square foot dock warehouse, reconstruct portions of a roadway and improve safety/security entrance features. This proposed project is located at the Cargill Grain Lease site at 400 Smith Boulevard in Albany, New York.

Otsego County - The Village of Otego, as lead agency, has determined that the proposed Village of Otego Comprehensive Plan will not have a significant adverse environmental impact. The action involves an update to the Village comprehensive plan to integrate "complete streets" principals and guidance which will make the Village more pedestrian, bicycle and transit friendly. This is expected to make the Village safer for all transportation modes and all people. The project is located throughout the Village of Otego, New York.

Notice of Acceptance of Draft SEIS and Public Hearing

Rensselaer County - The Town of East Greenbush Town Board, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Regeneron Mill Creek Campus. A public hearing on the Draft SEIS will be held on January 11, 2017 at 6:00 p.m. at the East Greenbush Town Hall, 225 Columbia Turnpike, Rensselaer, NY. Written comments on the Draft SEIS will be accepted until January 24, 2017. The Draft SEIS is available from the East Greenbush Town Hall, 225 Columbia Turnpike, Rensselaer NY; the East Greenbush Community Library, 10 Community Way, East Greenbush, NY; and on line at: eastgreenbush.org.

The action involves the construction of the Mill Creek Campus of Regeneron Pharmaceuticals, LLC, on Tempel Lane in the Town of East Greenbush, New York, encompassing warehouse, laboratory and parking facilities.

Notice of Acceptance of Final EIS

Greene County - The Greene County Legislature, as lead agency, has accepted a Final Environmental Impact Statement on the proposed New Greene County Jail. The Final EIS is available from the Office of the Clerk of the Greene County Legislature, 411 Main Street, Catskill, NY 12414 and on-line at: www.greenegovernment.com/greene-government/proposed-jail-project.

The action involves the construction of a new 130 bed Greene County Jail with administration and operations spaces for the Greene County Sheriff on 50 acres of land located on Route 9W immediate south of Coxsackie State Correctional Facility to replace the existing County Jail located in Catskill. The existing County Jail is over 100 years old and inadequate to meet the needs of the County and current standards. The New County Jail will include approximately 84,000 square foot of floor area incorporating a public entrance, visitation area, central command, Sheriff and jail administration and staff spaces, intake/release/transport area with vehicle sally port, medical area, mechanical and maintenance spaces, food service, and inmate housing areas with recreational yards. The project also involves the extension of utility services to the site, including electricity, natural gas and telecommunications as well as public water and sewer services from the Village of Coxsackie. Site improvements will include roads, parking and stormwater management. The project is located on the east side of US Route 9W immediately south of Coxsackie Correctional Facility in the Town of Coxsackie, New York.
