Public Notice

Request for Proposals for the disposal, acceptance and transfer of the Village of Sea Cliff's Solid Waste.

Notice is hereby given that the Village of Sea Cliff, Nassau County, New York will accept sealed proposals to provide all labor, equipment, vehicles, materials, facilities and related services necessary for Solid Waste Services according to the specifications of a contract for the transfer, disposal, and acceptance of solid waste and recyclables collected by Village collection vehicles and the collection, acceptance, hauling, disposal and transfer of recyclables and other waste and debris from the Village sanitation transfer facility located at 66 Altamont Avenue, Sea Cliff. Sealed proposals must be received by the Village Clerk, on January 23, 2017 no later than 2:00 p.m., at Village Hall, 300 Sea Cliff Avenue, Sea Cliff, NY 11579.

In accordance with New York State General Municipal Law §120-w, it is the Village of Sea Cliff's intent to enter into negotiations for an agreement with the contractor(s)/proposer(s) whose proposal(s), in the judgment of the Village of Sea Cliff, best serve(s) the Village's needs, considering net costs, technical feasibility and reliability, resources, financial condition, risk allocation, and experience in similar operations. The Village seeks a five (5) year service period. Proposer(s) must identify sufficient equipment, manpower and facilities to accept, dispose, haul and transfer approximately on average 3,000 tons of municipal solid waste, 600 tons of recyclables, 500 tons of residential construction and demolition debris, 50 tons of metals, 1,600 tons of yard waste, 200 tons of street sweepings, and 300 tons of asphalt and concrete, annually.

This Request for Proposal (RFP) may be obtained from the Village Clerk at Village Hall, 300 Sea Cliff Avenue, Sea Cliff, New York 11579, Mondays from 1:00 p.m. through 8:00 p.m., and Tuesdays through Fridays from 9:00 a.m. through 4:00 p.m. until December 22, 2016. The final Request for Proposal will be available at Village Hall beginning on January 9, 2017 during the same hours. Each proposer will be required to submit a deposit of a certified check, payable to the Village of Sea Cliff, for a sum equal to one hundred fifty thousand dollars ($150,000) or an acceptable surety bond in a penal sum equal to one hundred fifty thousand dollars ($150,000), each submitted on the condition that if the Village accepts the proposal, or one or more items of the proposal, the successful bidder will enter into a contract for the terms of the agreement, and that the proposer will execute an agreement with the Village within ten (10) days from the date of acceptance by the Village of the proposal and commence work, as specified in the proposal's conditions and the contract.

All deposits received by unsuccessful bidders will be returned. Upon acceptance of the proposal, if the successful proposer fails to enter into a contract pursuant to the requirements of the Village, or fails to give further security prescribed in this notice, within the time limit therein, then the check shall be deposited by the Village or the surety bond and the sums set forth therein shall be forfeited and payment on the bond shall be made to the Village as damages.

The proposal shall be made upon the forms provided therefore and all blank spaces in the form shall be fully filled in and completed. Signatures shall require the name and authority of the signatory in print below the signature.

All proposals shall be in writing and delivered to the Village as required. No oral proposals or modifications shall be accepted.

If a proposer finds a discrepancy or omission from the specifications or any documents in the proposal, or should the proposer be in doubt as to the meaning of any provision in the specifications or any document, the proposer should immediately notify the Village Director of Public Works at:, who will send written instructions responding to the discrepancy or omission to all proposers separately as an addendum. The Village Board of Trustees reserves the right to reject any proposers and to advertise anew, or to award a contract for part or portion thereof as in its judgment it shall deem it to be in the best interest of the Village to do so.

All proposals are to be sealed and marked "Proposal for Village of Sea Cliff Solid Waste Services and be delivered to and received by the Village Clerk, 300 Sea Cliff, Sea Cliff, New York 11579, no later than 2:00 p.m. on January 23, 2017.

All proposals must include the required forms and all documents required by the specifications and notice to bidders.

The Village Board of Trustees reserves the right to accept or reject any or all proposals or any part thereof, waive any minor defects, irregularities or informalities, and to decide to not award any contract.

Positive Declaration

Suffolk County - The Town of Smithtown Town Board, as lead agency, has determined that the proposed Special Exception Petition Elite Towers LP - Tier III may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a petition for a Town Board Special Exception for a Tier Ill Personal Wireless Service Facility consisting of a 150 foot high concealment monopole and associated ground equipment. The proposed project is located on a currently developed 1.0 acre parcel of land zoned NB which contains two single-family dwelling units and a 3,000 square foot bar/restaurant with an accessory apartment and parking area, and which is surrounded by Residential (R-43) zoning. The project is located on the west side of Old Dock Road, 175 feet north of Orchard Road in Kings Park, Town of Smithtown, New York.
