Project Description:

The applicant proposes to install both new and reconstructed bulkheads, various marina structures, an educational/observation pier and a boardwalk. The proposed project also includes wetland enhancement and new plantings of tidal wetland vegetation. The subject activities are proposed in association with an overall project of waterfront mixed used development that is primarily outside the jurisdiction of the permit applications in this notice.

The proposed DEC regulated activity includes (from west to east), a portion of a 235' boardwalk along the upper reach of the Garvies Beach, replacement of 896' of existing steel bulkhead from the beach to the Captain's Cove, wetland enhancement (19,040 sq ft) and an observation pier for the proposed Captain's Cove Wetland Education Area, new small vessel marina with 457' of existing steel bulkhead replacement and relocation of marsh vegetation, relocation of the Angler's Club Marina eastward, lowering of 470' of bulkhead to allow creation of an intertidal marsh (21,427 sq ft) at the proposed Renaissance Park, and a transient marina cut 70' into the upland along 480' of existing bulkhead (to be replaced landward) and the excavation of 10,000 cyds of material to achieve adequate water depths in the marina.

The project as proposed is expected to negatively impact 15,380 sq ft of vegetated marsh and another 27,285 of shoals, mudflats and littoral zone. To offset these negative impacts to the tidal wetlands the project sponsor has proposed to create 58,404 sq ft of vegetated tidal wetlands and 103,622 of open-water tidal wetlands (Littoral Zone).

The location of the proposed project is along the north side of the Glen Cove Creek from Garvies Point Beach then east along the Creek's shoreline for approximately .75 miles, in the City of Glen Cove, Nassau County.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Glen Cove City Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to reconstruct and realign the bulkhead at Inwood Park, place fill landward of the bulkhead as backfill, replace walkways, remove and reuse existing rip-rap and install new rip-rap, remove and replace the boat ramp and floating docks, and install a new kayak launch ramp. The realigned bulkhead on the west side of the boat ramp will be located seaward of apparent high water, and placement of fill landward of the new bulkhead will result in the loss of approximately 320 square feet of tidal wetlands known as shoals and mudflats/littoral zone (SM/LZ). The project is located at Inwood Park, west end of Bayview Ave, Inwood, Town of Hempstead, Nassau County.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
