Tree Removal for Construction of a Single-Track Mountain Bike Trail at the Hardy Road Tract

The action involves the removal of 8 trees to facilitate construction of a one mile long section of single-tract mountain bike trail that is a gentler and more flowing climbing route to the All-In Trail. This construction project is included in the recently adopted Unit Management Plan Amendment for the Wilmington Mountain Wild Forest. Tree cutting will be in compliance with Lands and Forests Policy # 91-2 on Cutting, Removal or Destruction of Trees and Other Vegetation on Forest Preserve Lands.

The Wilmington Mountain Wild Forest is located in the Town of Wilmington, New York.

Project Description: The action involves the construction of a commercial use boat storage/maintenance facility within a designated Recreational Rivers area in the Town of Bolton which administers an APA approved local land use plan.


Negative Declaration

Clinton County - The Town of AuSable Town Board, as lead agency, has determined that the proposed Adoption of Zoning Law will not have a significant adverse environmental impact. The action involves the adoption of a Zoning Law for the Town of AuSable, including the Hamlet of Keeseville (formerly the Village of Keeseville). The project is located throughout the Town of AuSable, New York.

Franklin County - The Village of Tupper Lake, as lead agency, has determined that the proposed Water System Improvements will not have a significant adverse environmental impact. The action involves the installation of 12 inch watermain along Mitchell Lane and Kidare Road; the installation of 8 inch water main along Country Club Road; 3 new booster pump stations with one near the intersection of Country Club Road and NYS Route 30, one mid-way along Country Club Road towards the former Big Tupper Ski Area and the other on a parcel at the intersection of Santa Clara Avenue and McLaughlin Avenue; and the isolation/possible decommissioning of Little Simon Pond filtration plant. Water main installation will include hydrants and valves with all work to be done within the previously disturbed right-of-way. The project is located along Mitchell Lane, Kildare Road, Country Club Road, Santa Clara Avenue and various other roads in the in the Town and Village of Tupper Lake, New York.

Franklin County - The Village of Tupper Lake, as lead agency, has determined that the proposed Sanitary Sewer and Wastewater Treatment Plant (WWTP) Improvements Project will not have a significant adverse environmental impact. The wastewater system improvements to the collection system include pumping capacity upgrades in the Demars Boulevard Pump Station #3; the installation of a parallel 18 inch force main downstream of the Pump Station #3; interceptor sewer upsizing/upgrades along NYS Route 3 and Water Street to the WWTP. Improvements to the WWTP included conversion to liquid chlorine disinfection and dechlorination system; influent raw WWTP pump and control building upgrades; refurbishment of clarigesters; rebuilt clarifiers; and the installation of a new Supervisory Control and Data Acquisition (SCADA) system. The project is located along Demars Boulevard, NYS Route 3, Water Street and various other roads in the Town and Village of Tupper Lake, New York.
