Negative Declaration

Westchester County - The New York State Thruway Authority, as lead agency, has determined that the proposed New England Thruway I-95 M.P. NE 14 to M.P. NE 15 Reconstruction Project will not have a significant adverse environmental impact. The action involves the rehabilitation and modernization of the roadway and structures and, wherever practicable, to bring both to current design standards. The rehabilitation also endeavors to improve user operation and reduce the number and severity of accidents. The project will include Pavement Improvements.

Also the Cross Westchester Expressway Ramp (Ramp B) Bridge will be replaced with a continuous two span or three span structure in approximately the same alignment. The bridge will provide the required minimum vertical clearance of 16.5 feet. The Grace Church Street Bridge will be entirely replaced with a longer span to accommodate the southbound widening and will provide the minimum 16.5 feet vertical clearance.

Southbound Improvement will include the widening of the southbound Mainline to the west to provide for a standard two lane exit ramp configuration for the I-287 Direct Connector Ramp C. A dedicated deceleration exit lane for the local exit Ramp H would also be added. These two ramps, as well as the local entrance Ramp 5 would all receive minor geometric upgrades.

The Northbound Improvements will include the relocation of the Ramp L entrance onto the I-287 Ramp B to connection directly to the I-95 northbound Mainline under the Ramp B overpass.

The project is located on I-95 in the Village of Port Chester, City of Rye, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Westchester County - The Town/Village of Harrison Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed AvalonBay Harrison Station Transit Oriented Development. A public hearing on the Draft EIS will be held on January 9, 2017 at 7:30 p.m. at the Town of Harrison Town Hall, One Heineman Place, Harrison, NY 10528. Written comments on the Draft EIS will be accepted for 14 days following the close of the Public Hearing. The action involves a proposal to redevelop an approximately 3.79 acre site on Halstead Avenue as a mixed-use project with 136 market rate and 7 affordable multifamily residential units, approximately 27,000 square feet of commercial/retail space, and on-site parking, including a 475 space garage to be owned by the Metropolitan Transportation Authority and used for Metro-North Commuter Railroad commuter parking. The proposed action includes the Amendment of the Town/Village of Harrison Zoning Code to establish a new Transit Oriented Development (TOD) District; the amendment of the Town/Village Zoning Map to rezone the project site TOD District; a TOD special permit approval; and site plan and subdivision approvals.

The project is located at Halstead Avenue and Harrison Avenue in the Town of Harrison, New York.
