Negative Declaration

Dutchess County - The City of Beacon City Council, as lead agency, has determined that the proposed Amendment of the City of Beacon's Comprehensive Plan will not have a significant adverse environmental impact. The action involves the amendment of the City of Beacon's Comprehensive Plan, creation of an RD-7.5 zoning district, and amendments to the Zoning chapter text and Zoning Map with respect to certain parcels within the Linkage zoning district. The project is located on three properties on Wolcott Avenue in the City of Beacon, New York.

Dutchess County - The Town of Hyde Park, as lead agency, has determined that the proposed Adoption of Local Law Amending Chapter 108 of the Town Code will not have a significant adverse environmental impact. The action involves the amendment of Chapter 108 of the Town Code to permit rural event venues on sites having a minimum of 10 acres subject to a special use permit issued by the Town of Hyde Park Planning Board. The project is located Waterfront and Greenbelt District of the Town of Hyde Park, New York.

Dutchess County - The Town of Hyde Park, as lead agency, has determined that the proposed Adoption of a Local Law Amending the Town Code to Establish a New Chapter 130 Entitled "Solar Energy Systems and Facilities" and to Amend the Schedule of Use will not have a significant adverse environmental impact. The action involves the adoption of a Local Law to provide regulations for permitting and approval of various solar system facilities. Rooftop or building mounted solar systems are permitted in all zoning districts pursuant to a solar system building permit granted by the Town's Building Inspector and Zoning Administrator. Rooftop or building mounted solar systems, which are to be located in the Town's Historic Overlay District or Scenic Overlay District shall, in addition to a solar system building permit, require site plan approval by the Planning Board. Freestanding or ground mounted solar energy systems shall be permitted in all zoning districts, subject to the issuance of a solar system building permit and site plan approval by the Planning Board. Solar farms shall be permitted only in the Greenbelt Zoning District subject to a solar system building permit and a special use permit and site plan approval by the Planning Board. Building-Integrated photovoltaic (PIPB) systems are permitted in all zoning districts provided they are shown on the plans submitted for the building permit application for the building containing the system approved by the Town's Building Inspector and Zoning Administrator. The project is located Townwide in the Town of Hyde Park, New York, except where restricted by the Local Law.

Positive Declaration and Public Scoping

Orange County - The Town of New Windsor Planning Board, as lead agency, has determined that the proposed Apple Ridge may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until December 21, 2016. A copy of the Applicant's Draft Scoping Document can be viewed on the Town's website: http://town.new-windsor.ny.us/OfficialsDepartments/MunicipalBoards/PlanningBoard.aspx or in the Town Planning Board Department located in Town Hall, 555 Union Avenue, New Windsor.

The action involves the development of 172 single family dwelling units and associated infrastructure. The Plan is a cluster plan which will preserve a total of 332 + acres of land (78 ± % of the gross site acreage) in perpetuity. The proposed action also includes the development of a central community water system whose main source of water will be from on-site rock wells and a central sewer system which will include the construction of a waster water treatment plant. The project is bordered by Shaw Road on the northeast side and intersects with Feitsma Lane which border a portion on the southeast side in the Town of New Windsor, New York.
