Project Description:

The applicant proposes to install and operate an enclosed anaerobic digester at its existing solid waste management facility. Existing operations at the site include yard waste transfer, and wood and tree debris processing.

The anaerobic digester will receive and process 215,000 tons per year of organic waste which it will convert into renewable energy. All waste received at the proposed anaerobic digester will be unloaded inside an enclosed building. The doors will remain closed except when equipment or vehicles enter or exit the building. The non-digestible components will be sorted from the organic waste using a picking line and may be baled prior to transporting offsite for disposal or recycling. The digestate, an organic product of anaerobic digestion, will be blended with compost. The composting is done at offsite locations and the final compost product will be returned to this site for sale and distribution.

The project is located at the Long Island Compost Corp. / Great Gardens, LLC facility, 445 Horse Block Road, 750 feet west of Yaphank Avenue, Yaphank, Town of Brookhaven, SCTM # 200-846-3-3.1 & 4.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Brookhaven Town Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes to construct a single family dwelling with deck, parking area and septic system within the 100 foot adjacent area of a NYS regulated freshwater wetland (FWW# MP-30). The dwelling is proposed within 49 feet of the freshwater wetland boundary. A nitrogen reducing septic system is proposed within 48 feet of the freshwater wetland boundary. The project is located at 39 Hoppin Ave, Montauk, Town of East Hampton, SCTM # 0300-31-2-2.
