Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0029050), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA). This is a re-notice updating the Notice of Intent to Modify published in the Environmental Notice Bulletin on 04/27/2011. The following changes to the permit are proposed:

The facility discharges treated sewage through Outfall 001. The sewage collection system consists of combined sewers. The treatment plant provides secondary treatment for a design flow of 9.5 mgd. Treatment includes: screening, primary settling, activated sludge, final settling, and UV disinfection. Sludge is dewatered using a belt filter and sent to another facility for incineration. Combined sewage is discharged through Outfall 002 when the plant influent flow exceeds 13.5 mgd. Treatment is not provided for this outfall.

The following changes to the permit are proposed: Permit pages and conditions have been updated to reflect current DEC guidance, format and nomenclature and incorporates the latest general conditions. Footnotes and conditions have been renumbered and reordered. A monitoring locations diagram has been added. Revised language and updates have been added for Combined Sewer Overflow (CSO) Best Management Practices, Long Term Control Plan and Pretreatment Program. Units for Temperature have been changed. Mass limits for parameters have been rounded to 2 significant figures. Monitoring requirement was added for daily max for TKN and Ammonia. Nitrogen, Ammonia effluent limits were changed and loading limits adjusted. Corresponding concentration limits for Ammonia were added. Sampling requirement for Cyanide was changed. Fecal Coliform limits were added for the period May 1 to Oct 31. Whole Effluent Toxicity testing was added. A Mercury Minimization Program was added. Hydrogen sulfide concentration was converted to total Sulfide Concentration. Corresponding mass limits and monitoring requirement for monthly average were added for total sulfide and total silver. Effluent limit for flow was changed from 12 month rolling average to monthly average.
