Project Description:

The applicant proposes to modify an existing permit to discharge 3,000 gallons per day of treated sanitary wastewater to groundwater from a primary treatment plant at the applicant facility located at 348 Sunside Road, East Durham, New York. The applicant plans to expand to facility to include 30 additional campsites for which treatment will be provided.

The applicant has a made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on the information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which as permit is sought or for the overall proposed project. The Department has prepared a draft permit and has made a tentative determination to issue a new Air State Facility permit for the operation of the Ski Windham Operating Corp. facility located at 19 Resort Drive, Village of Windham. The facility is proposing to permit three gasoline-fired engines for powering chair lifts. Conditions were included in the permit to limit the emissions of carbon monoxide, sulfur dioxide, and nitrogen oxides to prevent the facility from contributing to a violation of the National Ambient Air Quality Standards (NAAQS).

Project Description:

The applicant proposes to expand an existing sports complex located off NYS Route 23, in the Town of Oneonta, Otsego County, New York. The sports complex currently has nine (9) Little League competition baseball fields. The work involves the discharge of fill material into federal wetlands and the relocation of an unnamed tributary of Otego Creek. The placement of fill is required for the construction of three (3) additional Little-League competition baseball fields; two (2) warm-up fields comprised of infield areas only; the installation of four (4) practice pitching mounds and batters boxes; the establishment of two (2) additional batting cages and additional parking and paths to serve the new amenities. The placement of fill for this construction will encroach into the tributary corridor in three reaches for a total of 1,114 feet and into the federal wetland total of 0.833 acres. The project includes both stream mitigation components of 1,114 feet of stream channel and wetland mitigation components of 0.903 acres of wetland.
