Negative Declaration

Orange County - The Town of Newburgh Planning Board, as lead agency, has determined that the proposed Matrix Business Park - Amscam Amended Site Plan will not have a significant adverse environmental impact. The action involves a site plan amendment to accommodate a proposed tenant's requirements. The project sponsors have secured a tenant for the 247,800 square foot balance of the previously approved structure. The proposed use will change the use from "s-1" to "f-2". Changes to the parking layout are proposed to accommodate additional employee parking and a reduction in truck parking, a reduction in impervious surface is proposed. No new environmental impacts have been identified during the review of the Site Plan amendment. The project is located on Route 17 K in the Town of Newburgh, New York.

Orange County - The Village of Warwick Planning Board, as lead agency, has determined that the proposed Wine Garden will not have a significant adverse environmental impact. The action involves an amended site plan approval to extend the eating and drinking established to second floor. The project is located at 22 McEwen Street in the Village of Warwick, New York.

Rockland County - The Village of Haverstraw Board of Trustees, as lead agency, has determined that the proposed Zoning Amendment - Pet Care Facility will not have a significant adverse environmental impact. The action involves a proposed local law which would authorize by special permit of the Board of Trustees, the use of land and structures in the Highway Business Zoning District of the Village of Haverstraw for "Pet Care Facilities," defined as "an establishment where household pets are temporarily boarded for remuneration. "Pet care facility" is distinguished from a "kennel" as pets are typically boarded for the day, and overnight boarding is only available on a limited basis. The establishment may offer accessory services, such as retail sales of pet care supplies, and services such as animal grooming. The permit is proposed to be subject to several special criteria regarding the outdoor exercise of animals, prohibitions on certain activities within proximity of residential districts, limiting the percentage dedicated to overnight boarding, mitigating potential noise and odor impacts, and requiring 24 hour accountability for the facility among other safeguards. The project is located throughout the Village of Haverstraw, New York.

Positive Declaration

Orange County - The Town of New Windsor Planning Board, as lead agency, has determined that the proposed Apple Ridge may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the development of 172 single family dwelling units and associated infrastructure. The Plan is a cluster plan which will preserve a total of 332 + acres of land (78 ± % of the gross site acreage) in perpetuity. The proposed action also includes the development of a central community water system whose main source of water will be from on-site rock wells and a central sewer system which will include the construction of a waster water treatment plant. The project is bordered by Shaw Road on the northeast side and intersects with Feitsma Lane which border a portion on the southeast side in the Town of New Windsor, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Orange County - The Town of Goshen Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed LEGOLAND New York. A public hearing on the Draft EIS will be held on December 15, 2016 at 7:30 p.m. at the CJ Hooker Middle School, 41 Lincoln Avenue, Goshen, New York. Written comments on the Draft EIS will be accepted until December 29, 2016 or for 10 days following the close of the public hearing, whichever is later, or as otherwise extended by the Planning Board. The Draft EIS is available from the Town of Goshen Building Department, 41 Webster Avenue , Goshen, NY; the Goshen Public Library, 203 Main Street, Goshen, NY and on line at: www.townofgoshen.org.

The action involves a proposal by Merlin Entertainments Group US Holdings, Inc., as project sponsor, to construct and operate a commercial recreation facility on approximately 140 acres of a 523 acre site consisting of 15 total parcels. The commercial recreation facility will consist of a LEGOLAND theme park, including rides and attractions, an aquarium, theaters, restaurants, a 250 guest room hotel, retail and various supporting administrative (back of the house) facilities, including offices and staff areas, as well as associated on-site surface parking for up to approximately 5,000 guest vehicles and drainage facilities. The project sponsor will be obtaining public water and sewer services from the Village of Goshen. The project is located along the easterly side of Harriman Drive in the Town of Goshen, New York.
