Project Description:

Applicant proposes to perform improvements to the current equestrian use property for the purpose of holding the Skidmore Classic Horse Show (an "AA" Premier rating stature event) during the month of June, along with potentially other events. Facility upgrades will involve impacts to DEC freshwater wetlands ME-3, 4, and 5, as well as Q-20, through the actions of removal of adjacent area track material with backfilllingand vegetating, installing water line under that portion of track material to remain in the wetland adjacent area, surfacing some existing adjacent area paths with stone dust, construcion of a stormwater management device in an adjacent area, and removal of horse bedding fill in an adjacent area. The site is located at 28 Brickhouse Road, Town of Stillwater.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Stillwater Town Planning Board

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Dec 08, 2016.
