Town of Amherst Office of Refuse Control

On November 1st, 2016 the Town of Amherst awarded a contract to Modern Disposal Services, Inc. pursuant to Section One Hundred Twenty-W (120-W) of the General Municipal Law for Solid Waste Services. The validity of this contract or the procedures which led to this award may be hereafter contested only by action, suit, or proceeding commenced within sixty (60) days after the date of this notice and only upon the ground or grounds that: (1) such award or procedure was not authorized pursuant to that section, or (2) any of the provisions of that section which should be complied with at the date of this publication have not been substantially complied with, or (3) a conflict of interest can be shown in the manner in which the contract was awarded; or by action, suit or proceeding commenced on the grounds that such contract was awarded in violation of the provisions of the Constitution.

Negative Declaration

Niagara County - The City School District of the City of Lockport (a/k/a Lockport City School District), as lead agency, has determined that the proposed City School District of the City of Lockport Capital Improvements Project 2016 will not have a significant adverse environmental impact.

City School District of the City of Lockport (a/k/a Lockport City School District) proposes to undertake a Capital Improvements Project, 2016 which includes various renovation, upgrade, and site work improvements at the District's sites and facilities.

Possible building work at Lockport High School includes reconstruction of science classrooms; science, technology, engineering and math (STEM) laboratories; cafeteria serving line; and swimming pool with accessibility upgrades which may include construction of small additional interior spaces for a corridor and elevator which would require relocation of an existing natural gas meter enclosure. Other possible upgrades at Lockport High School include ceilings, lighting, HVAC equipment including hot water heaters, elevator, masonry restoration, and new gymnasium floor. Items at Emmet Belknap Intermediate School may include renovation of music rooms, gymnasium floor and other flooring, boilers and associated HVAC equipment, and restoration of roof tower above front entrance. At North Park Junior High School, possible improvements include new roof, HVAC ventilation and controls, reconstruction of Industrial Arts room to STEM laboratories, and renovation of locker rooms with new lockers, wall and floor finishes.

Miscellaneous upgrades at other facilities may include items such as HVAC systems including fans, accessibility upgrades in restrooms and elevator, and carpets at Lockport High School West at Charlotte Cross; countertops, sinks, and exterior doors at Anna Merritt Elementary School; hot water heaters, plumbing fixtures, base cabinets and tops, and expansion joints at Charles A. Upson Elementary School; masonry restoration and floor finishing at George M. Southard Elementary School; plumbing fixtures, base cabinets and tops at Roy B. Kelley Elementary School; boilers possibly as an alternate item at John E. Pound (Early Childhood Programs); and carpets and HVAC exhaust fan at the Administration Building.

Proposed site work includes athletic facility and pavement improvements. At Lockport High School, a grass athletic field may be reconstructed as a synthetic turf multi-sport / physical education athletic field with associated items including bleachers, press box, sound system, scoreboard and fencing. Other possible site work items at the High School include reconstruction of existing tennis courts, a walking / jogging path and walkway to Lincolnshire Drive, and additional parking area and service drive. Two baseball fields (possibly synthetic turf), a driveway, parking area, sidewalks, and self-contained pump-out toilet facility may be constructed at the Beattie Avenue site. A storm water management system under the fields may connect to a surface retention pond with a possible outfall to the creek. Electrical connection may be included for security lighting.

At Emmet Belknap Intermediate School, the existing grass turf football field may be reconstructed with synthetic turf for a multi-purpose field. The "D"-areas inside the track may be upgraded with paved athletic surfaces for field events. Other possible proposed improvements may include a drop-off area and entrance in a portion of the existing parking area, sidewalk and fencing around the track, perimeter security fencing, bleachers at the track finish line, ticket booths, and sidewalks.
