Negative Declaration

Oswego County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed House mine will not have a significant adverse environmental impact.

The action involves the development and operation of a 45.51 acre sand and gravel mine within a 60.58 acre parcel. The mine will operate as a traditional surface extraction of sand and gravel, and mining is proposed below the water table. Approximately 70,000 cubic yards of sand and gravel will be removed over the course of 15 years. The only proposed method of material processing is screening. Reclamation of the mine includes creating a 27.7 acre pond, and vegetated upland slopes along the perimeter of the mine which will be graded to 1 foot vertical to 3 foot horizontal. The reviewed Life of Mine is 45.51 acres. The project is located along the south side of Bert Howard Road in the Town of Hastings, New York.

Tioga County - The Tioga County Legislature, as lead agency, has determined that the proposed Tioga County Public Safety Radio System Upgrade - Proposed Candor Tower will not have a significant adverse environmental impact.

The action involves a proposal by Tioga County to upgrade its emergency communications system with the addition of a new radio tower. Tioga County has identified a county owned site for a new tower located north of Benton Road in the Town of Candor, New York. This 0.1 acre site contains an existing tower. The existing radio tower and control building would be removed once the new infrastructure becomes operational. The County is proposing to construct a new tower with antennae/equipment that may extend to 199 feet with an associated control building. An approximately 60 by 90 foot area is proposed to contain the proposed tower and control building. The new tower would be accessed via an existing right-of-way/easement controlled by the Applicant. On November 15, 2016 by Resolution No. 225-16, the Tioga County Legislature declared that the project will result in no significant adverse impacts on the environment and issued a Negative Declaration.
