Jefferson County - The Village of Sackets Harbor Planning Board, as lead agency, has determined that the proposed Signage Change will not have a significant adverse environmental impact. The action involves Zoning Application #16-41 to change the components of an existing sign post. The project is located in the Village Center and Historic Overlay Districts at 100 West Main Street, Village of Sackets Harbor, New York.

Notice of Positive Declaration, Draft Negative Declaration, Acceptance of Draft Supplemental Environmental Impact Statement, and Public Hearings (Correction)

2016 Adirondack Park State Land Classification Proposal

This notice is issued pursuant to the State Environmental Quality Review Act, Article 8 of the Environmental Conservation Law (SEQRA) and it's implementing regulations at 6 NYCRR Part 617 and 9 NYCRR Part 586. The Adirondack Park Agency (APA), as lead agency, has determined that the proposed action described below may have a significant adverse impact on the environment. A Draft Supplemental Environmental Impact Statement (Draft SEIS) has been completed and accepted for the proposed action described below. Comments are requested and will be accepted by the contact person until December 30, 2016. Comments may be sent by mail, email or fax or may be hand-delivered. Public hearings are scheduled as set out below.

The proposed action involves the classification and reclassification of State lands pursuant to Section 816 of the Adirondack Park Agency Act and the Adirondack Park State Land Master Plan (APSLMP). The action involves proposals for State lands in all 12 counties in the Park, including the recently acquired Boreas Ponds Tract. The action includes 33 State land classification proposals totaling approximately 50,827 acres, 13 State land reclassifications totaling an estimated 1,642 acres, and 56 classifications involving map corrections totaling 1,949 acres. In combination, the classifications, reclassifications and map corrections will result in amendments to the APSLMP. The Draft SEIS containing more detailed maps, tables and narrative describing the proposed action is available from the APA contact listed below and on the APA's website at: www.apa.ny.gov.

The classification proposals involve lands in the following counties: Clinton, Essex, Fulton, Franklin, Hamilton, Herkimer, Lewis, Oneida, St. Lawrence, Saratoga, Warren and Washington. Detailed maps describing the proposed action are available at the APA offices and on the APA's website at: http://www.apa.ny.gov/.

SEQR Positive Declaration Reasons Supporting this Determination:

The Final Programmatic Environmental Impact Statement: Guidelines for Amending the Adirondack Park State Land Master Plan (1979) (Final PEIS) defines classification of any new acquisition of a parcel greater than 5,000 acres to Wilderness, Primitive or Canoe as a Type 1 action under SEQRA. The APA is considering an alternative for classification of the Boreas Ponds Tract (20,543.23 acres) as Wilderness, Primitive or Canoe. Therefore this action is a Type 1 action under the FPEIS and SEQRA.

The APA has determined that at least one of the classification alternatives may have a significant adverse impact on the environment. A Draft SEIS has been prepared in lieu of an EAF, pursuant to 6 NYCRR 617.6(a)(4).

SEQR Draft Negative Declaration Reasons Supporting this Determination:

The proposed action includes classification of the MacIntyre East Tract in Towns of Newcomb & North Hudson, Essex County (6,059.54 acres) as Wilderness (4,446.55 acres), Primitive (8.26 acres), and Wild Forest (1,604.74 acres) and the MacIntyre West Tract (7,368.1 acres) as Wilderness (7,365 acres) and Primitive (3.1 acres). This is a Type I Action under the Final PEIS because it involves the classification of a new acquisition over 5,000 acres in size to Wilderness. Wilderness is the most environmentally protective classification available, and therefore the proposal has no probable significant adverse environmental impacts.

Public Hearings

The purpose of the hearings is to afford an opportunity for public comment in accordance with the APSLMP and with SEQRA and its implementing regulations, 6 NYCRR Part 617 and 9 NYCRR Part 586. Any person may present an oral or written statement in regard to the proposed classifications. Staff will be available to answer questions prior to the hearing. Written comments will be accepted through December 30, 2016. Public comment hearings will be held according to the following schedule and locations:
