Negative Declaration

Tioga County - The Village of Owego Planning Board, as lead agency, has determined that the proposed Gateway Project will not have a significant adverse environmental impact. The action involves the purchase and infill of vacant property located at 200-204 Front Street in the Historic District of the Village of Owego, New York, with a new construction mixed-use development building. The infill of this building will help stabilize neighboring buildings, whose side walls were not built for exposure. The building façade will be in keeping with the historic storefront design and has been approved by New York State Historic Preservation Office (NYS SHPO) and the Owego Historic Preservation Commission. The building will include the following:

First Floor - (4) Storefront Retail Incubators, (2) Retail/Office Spaces, Public Bathrooms and Patio/Riverwalk Overlook.
Second Floor - (2) 2 Bedroom Apartments, (2) 2 Bedroom Apartments with overlook patios.
Third floor - (2) 2 Bedroom Apartments, (2) 2 Bedroom Apartments with overlook patios.
Roof Top - Common area for residents and Patio.
Basement - Unfinished Floor Area, Tenant Storage and Deck/Patio Access.
