Notice of Public Meeting and Public Comment Period

Draft Amendment to the Overlook Mountain Wild Forest Unit Management Plan

The meeting and comment period involve an amendment to the 1999 Unit Management Plan (UMP) proposing the classification of nearly 600 acres of land to be included in the Overlook Mountain Wild Forest unit; the construction of two new parking lots to address overflow parking and provide additional access to the unit; the improvement of public access to the unit through the designation of several connector and loop trails; the designation of the Overlook Mountain Trail as a CP-3 route; and the addition of sanitary facilities at the parking lots to adequately meet the current demand.

New York State Department of Environmental Conservation (NYS DEC) will be holding a public meeting on the draft UMP amendment on November 29, 2016 at 7:00 p.m. at the Woodstock Community Center, 56 Rock City Road, Woodstock NY.

Comments are welcome and will be accepted by the contact person until December 15, 2016. The Draft Unit Management Plan amendment is posted on the web at: http://www.dec.ny.gov/lands/72985.html.

Negative Declaration

Orange County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Bruno Boathouse will not have a significant adverse environmental impact. The action involves a proposal consists of the restoration of an existing boathouse on Tuxedo Lake within the Village of Tuxedo Park, a National Historic Registry site. Restoration includes demolition and reconstruction of the boathouse, associated docking platforms, and installation of new sewer and water mains. The project is located at 2177 West Lake Road in the Town of Tuxedo, New York.

Putnam County - The Village of Cold Spring Planning Board, as lead agency, has determined that the proposed Catherine Blanche Property Alterations and Site Plan Review will not have a significant adverse environmental impact. The action involves an application for a site plan approval from the Planning Board to reconfigure the existing three family dwelling to allow for three residential dwelling units and one commercial retail unit. In addition, applicant proposes to add a Pergola to the property. The existing square footage of the building will not be increased. In addition, the total number of bedrooms is decreasing from eight to six. The retail space will consist of approximately 892 square feet on Main Street. The Planning Board previously issued a Negative Declaration associated with the applicant's original application to add a residential unit. The applicant has submitted a revised Environmental Assessment Form, plans and narrative reflecting the modification to the application. The project is located at 2 Depot Square in the Village of Cold Spring, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Dutchess and Putnam Counties - The Town of Poughkeepsie Town Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Hudson Heritage Project. A public hearing on the Draft EIS will be held on December 7, 2016 at 7:00 p.m. at the Town of Poughkeepsie Town Hall, One Overocker Road, Poughkeepsie, NY 12603. Written comments on the Draft EIS will be accepted for 14 days following the close of the public hearing. The Draft EIS is available from the Town of Poughkeepsie Town Clerk, One Overocker Road, Poughkeepsie, NY 12603 and on line at: www.townofpoughkeepsie.com.

The action involves a proposal by the Applicant, EFG/DRA Heritage, LLC, to develop a mixed use pedestrian-oriented residential and commercial development on an approximately 156 acre site (Project Site) located primarily in the Town of Poughkeepsie (0.04 acres at the northern edge of project site is located in the Town of Hyde Park, but no development is proposed on this portion of the site). The Project Site is located within the Historic Revitalization Development District (HRDD) of the Town. The Project Site is bordered on the north by commercial and residential development and the Town of Hyde Park town line, on the south by the Mid-Hudson Plaza, on the east by New York State owned property and on the west by New York State Route 9. The Project Site is located directly across from Dutchess County's Quiet Cove Park and the Marist College campus. The Proposed Project consists of up to 750 apartments, townhouses and a limited number of detached single-family dwellings, a 350,000 square foot commercial component consisting of an approximately 165,000 square foot building and a variety of smaller retail spaces, adaptive re-use of the 80,000 square foot of the main wing of the former Hudson River Psychiatric Center's (HRPC) Administration Building, potentially as a hotel, and adaptive reuse of four other existing structures. The Project will conserve the 18 acre "Great Lawn" and will include publicly accessible recreation opportunities, as well as public open spaces integrated into the commercial component.

The Proposed Action includes: Amendment of the Town of Poughkeepsie Zoning Code regulations applicable to the Historic Revitalization Development District (Town Board approval), approval by the Town Board of the Development Master Plan pursuant to §210‐30 (Historic Revitalization Development District) and §210 - 66 (Development Master Plan Approval), and site plan approval (s) and subdivision approval from the Town of Poughkeepsie Planning Board.

The project is located at 3532 North Road (US Route 9) in the Town of Poughkeepsie, New York.
