Project Description:

The Applicant proposes to implement a Citywide Ferry Service (CFS) that would provide an affordable and convenient transit option to residents in otherwise transit-isolated neighborhoods. The proposed CFS would expand on the existing East River Ferry (ERF), a privately operated commuter and recreational transit service paid for and managed by the City of New York and NYCEDC. Multiple new and upgraded ferry landings will be required, this application is for the one located at 69th Street Pier aka American Veterans Memorial Pier located near Bay Ridge Ave and Belt Parkway, Block 5835 Lot 30. The Applicant proposes to construct a gangway landing 15 foot by 3 foot, gangway 80 foot by 10 foot to a 35 foot by 90 foot barge with passenger queuing, information kiosk and ticket machine for this landing.

State Environmental Quality Review (SEQR) Determination:

A draft environmental impact statement has been prepared on this project and is on file.

SEQR Lead Agency: NYC Office of the Mayor

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 17, 2016.
