Negative Declaration

Broome County - The City of Binghamton, as lead agency, has determined that the proposed 20 Hawley Street Mixed Use Development will not have a significant adverse environmental impact. The action involves the construction of a two (2) 5-story additions to an existing mixed use building resulting in 90,000 square feet of new floor area and an area variance to provide off site parking at a distance of either 1,050 feet or 1,429 feet where 800 feet is the maximum distance allowed. The project is located at 20 Hawley Street in the City of Binghamton, New York.

Contact: Scott Chatfield, City of Binghamton, 3100 Brewerton Road, P.O. Box 70 Marietta, NY 13110, Phone: (315) 636-7913.

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Chenango RA #12, Stand A-14 and A-42, Site Preparation to Establish Forest Regeneration will not have a significant adverse environmental impact. The action involves the application of registered herbicides to undesirable woody and herbaceous plants (New York and Hay scented fern, beech, hophornbeam, musclewood, and striped maple saplings) on 89 acres of State forest to create conditions suitable for seed germination and the establishment of desirable (commercial) timber species. The abundance of these undesirable and invasive plant species present on these stands are growing at a density that interferes with the development of desirable forest regeneration. Herbicide application is the most effective way to eliminate plant species that interfere with the development of desirable forest regeneration. The project is located in the Five Streams State Forest, Stands A-14 and A-42 in the Town of German, New York.
