Project Description: The project involves timber harvesting on a 295 ± acre portion of Lyme's 16,898 acre Black Brook Tract.

Negative Declaration

Clinton County - The Town of Plattsburgh Town Board, as lead agency, has determined that the proposed Town of Plattsburgh Airport Development District Zoning Map Amendment 2016 will not have a significant adverse environmental impact. The action involves amending the Town Zoning Map for approximately 110 ± acres from Airport Development District Sub-District Mixed Use (AD-MU) to Airport Development District Sub-District Technology/Business (AD-TB) at the Former Clinton County Airport with frontage on NYS Route 3 in the Town of Plattsburgh, New York.

Clinton County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed JE Sheehan Contracting Corp - Lewis Mine will not have a significant adverse environmental impact. The action involves the proposed mining of consolidated stone (limestone) on 34.4 acres of a 232.2 acre site, with an initial proposed affected area of 10.6 acres, of which 2.4 acres will be haul road, stockpile, and staging area. A maximum of 15 acres will be open or disturbed at any one time. Reclamation will be concurrent with mining. The estimated life of mine is approximately 25 years. The maximum depth of excavation is expected to be 35 feet, though all mining will remain a minimum of 5 feet above groundwater table. Use of on-site processing with portable motorized crushing and screening equipment is proposed, as well as occasional blasting. Mining will use dump trucks, two front end loaders, one skid steer, on-road haul trucks, a water truck, rock drill, and one portable plant consisting of a jaw crusher, cone crusher, and screener. The mining operation will generate an average of 3 trips per hour and a maximum of 5 trips per hour.

Excavation activities may be inactive during the winter months. The proposed hours of operation are Monday to Friday 7:00 a.m. to 5:00 p.m., and Saturday from 8:00 a.m. to 1 :00 p.m. Blasting hours will be 11 :00 a.m. to 3:00 p.m. on Monday through Friday only. The stormwater is anticipated to be internally draining, especially once the mine floor is established. The site will be reclaimed to native grass and legume plantings. The project is located on the north side of Fiske Road, the entrance road will be 3,000 feet west of I-87, in the Town of Chazy, New York.
