Negative Declaration

Dutchess County - The Town of Rhinebeck Planning Board, as lead agency, has determined that the proposed KPH2 Management LLC Astor Courts Powerhouse Stabilization will not have a significant adverse environmental impact. The action involves the stabilization of the Power House and the removal of it's roof. The project is located in the Town of Rhinebeck, New York.

Negative Declaration (Correction)

Orange County - The Town of Warwick Planning Board, as lead agency, has determined that the proposed ShopRite Expansion will not have a significant adverse environmental impact. The action involves the expansion of an existing 57,108 square foot grocery store including an 11,825 square foot addition to the existing building as well as a new 3,786 mezzanine, and a 3,067 square foot vestibule in the ShopRite shopping plaza. One existing store in the plaza is proposed for demolition and is proposed to be replaced with additional parking spaces. A previous Draft EIS process for the entire shopping plaza permitted a total of 86,330 square feet on the lot, whereas, the proposed project will provide an increase to 88,239 square feet of building area. The applicant will provide a Marginal Access Road on the site so that it will interconnect with other adjoining commercial properties. The project is located at Route 94 and Warwick Turnpike in the Town of Warwick, New York.

Please note the correction to Orange County, previously noticed in Dutchess County.

Amended Negative Declaration

Westchester County - The Town of Ossining Planning Board, as lead agency, has determined that the proposed Addition of Assisted Living Facility Use to the General Business Zoning District and Approval of the Artis Assisted Living Facility will not have a significant adverse environmental impact. The action involves the addition of the Assisted Living Facility use to the General Business (GB) zoning district by the Ossining Town Board and approval by the Town of Ossining Planning Board of the Artis assisted living (memory care) facility. The project is located at 553 North State Road in the Town of Ossining, New York.

Negative Declaration

Westchester County - The Town of Ossining Planning Board, as lead agency, has determined that the proposed Parth Knolls Residential Development will not have a significant adverse environmental impact. The action involves the approval by the Town of Ossining Planning Board of the Parth Knolls residential development. The project includes 53 apartments as well as associated site improvements. The project is located at 87 Hawkes Avenue in the Town of Ossining, New York.

Positive Declaration and Public Scoping

Dutchess and Putnam Counties - The New York State office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has determined that the proposed Hudson Highlands Fjord Trail may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until November 18, 2016. A public scoping session will be held on November 14, 2016 at 6:30 p.m. at the Dutchess Manor, 263 Route 9D, Beacon, New York. The Preliminary Draft Master Plan and the Draft Scoping Document for the Hudson Highlands Fjord Trail are available at: http://nysparks.com/inside-our-agency/master-plans.aspx and http://www.hudsonfjordtrail.org/. A hard copy of the Draft Scoping Document is available for review at the office of the contact person below; the NYS OPRHP Taconic Regional Office, 9 Old Post Road, Staatsburg, NY 12580; the office of Amy Kacala, Scenic Hudson, Inc., One Civic Center Plaza, Suite 200, Poughkeepsie, NY 12601, Phone: (845) 473-4440 extension 276; and at the following public libraries: the Julia L. The action involves an approximately 9 mile long non-motorized shared-use trail connecting the Village of Cold Spring in Putnam County, New York with the City of Beacon, Dutchess County, New York and partially running within or adjacent to Hudson Highlands State Park Preserve. The project also proposes State Route 9D corridor improvements.
