The discharge is associated with the existing washbay of the Howlett Hill Fire Station. A draft SPDES permit (NY 0261637) with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 7 headquarters in Syracuse.

Project Description:

Davis Standard LLC proposes to repair and expand a deteriorating roadway which accesses an existing truck loading dock in the rear of its facility. The roadway is located on the west side of the facility alongside an abandoned sluiceway which is adjacent to the Oswego River and Barge Canal. The project will involve the construction of an approximately 207 foot long gabion basket vertical wall along the shoreline of the waterway to accommodate the widening of the existing roadway. The project has been designed to limit encroachment into the waterway and approximately 115 cu yds of fill will be placed below the ordinary high water line. No tree cutting is proposed along the existing shoreline and erosion and sediment controls will be in place at all times during construction. The project is located along the east side of the Oswego River approximately 800 feet north of the Oneida Street bridge.

CSX Transportation proposes to install a 48 inch diameter steel pipe culvert to pass an unnamed tributary to Grindstone Creek under a railroad bed located approximately 680 feet south of Petrie Rd, between N. Fernwood Rd and Rt 11 in the Town of Richland. Erosion and sediment controls will be in place during construction to prevent the introduction of any sediment to the surrounding waterbodies or wetlands. Plans are available for review in the Region 7 NYSDEC Syracuse office.
