Project Description:

The Department has made a tentative determination to approve a modification for an existing permit due to new information regarding equipment specifications and operational capabilities. The modification includes updated sample frequency and sample type based on sampling equipment capabilities for currently monitored parameters in the proposed discharge of up to 33,600 gallons per day of non-contact cooling water from a geothermal well field consisting of 80 new geothermal supply wells, each with a depth of 400 ft, that will discharge into one outfall pipe into the East River (Class I, Standard I) from the Cornell University Bloomberg Center located at 1 Main St., Roosevelt Island. The geothermal system will serve the heating and cooling needs of the Bloomberg Center. A draft permit is available for inspection and comment at the regional office.

State Environmental Quality Review (SEQR) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.
