Negative Declaration

Orange County - The Town of New Windsor, as lead agency, has determined that the proposed Local Law - Zoning Amendments will not have a significant adverse environmental impact. The action involves the adoption of proposed amendments which will repeal the current senior citizen and workforce housing overlay zones. The towns goals for these uses have been substantially met. The law also adjusted zoning districts to reflect the actual land uses of various properties. Bulk table adjustments were provided as well as correction of clerical or inadvertent errors. The project is located throughout the Town of New Windsor, New York.

Westchester County - The Town of New Castle Zoning Board of Appeals (ZBA), as lead agency, has determined that the proposed Sunshine Children's Home and Rehab Center will not have a significant adverse environmental impact. The action involves the modification/amendment of the existing Special Use Permit, variances and other local approvals for the proposed expansion of the Sunshine Children's Home and Rehab Center. Sunshine Children's Home, a 54 bed New York State licensed nursing facility that specializes in the care and treatment of medically complex children who require post acute, rehabilitative care. The existing children's facility is housed in a 18,916 square foot one story building located on 33.28 acres on the north side of Spring Valley Road in the Town of New Castle, New York. The proposed expansion to the existing building includes an addition to the north, compromising of 128,451 additional gross square feet (in 2 stories) for a total of 147,367 gross square feet and up to 68 new beds, for a maximum of 122 beds, as well as an increase in parking, proposed driveway improvements and other related sited improvements to accommodate the proposed expansion. The 68 bed expansion has been approved by the New York State Department of Health and in addition to patient beds, includes: educational space, therapy space, resident common areas, family areas/suites, as well as storage, dietary, operational and administrative space. This application will also require Wetlands, Steep Slope, and Tree Removal Permits from the Planning Board.

The action involves the adoption of the Town of Greenburgh 2016 Comprehensive Plan. The project is located throughout the Town of Greenburgh, New York.

Notice of Acceptance of Final EIS

Orange County - The Town of Goshen Planning Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Amy's Kitchen, Inc. Manufacturing Facility and Science of the Soul Conference Center. The Final EIS is available from the Town of Goshen Building Department, 41 Webster Avenue, Goshen, NY; the Goshen Public Library, 203 Main Street, Goshen, NY and on line at: www.townofgoshen.org.

The action involves a proposal by Amy's Kitchen to construct an approximately 369,000 square foot food manufacturing facility with parking and supporting accessory structures on property totaling 60.1 ± acres. Science of the Soul proposes to a construct a Conference Center comprising a 200,000 square foot open-air pavilion and supporting parking and restroom facilities; an approximately 80,000 square foot multi-purpose/family area building; an approximately 38,000 square foot central building; an approximately 8,000 square foot maintenance barn, two caretaker residences of approximately 2,400 square feet each and an approximately 4,500 square foot guest house, together with associated parking all on property totaling 195 ± acres. The Final EIS assesses the related actions of extending sewer and water lines from the Amy's Kitchen and Science of the Soul sites to the City of Middletown and creation of a principal vehicle access from NYS Route 17M that will service the Amy's and Science of the Soul facilities as well as the Mid-Hudson Psychiatric Center. The Final EIS also assesses the potential future action of a subdivision of approximately 11.6 acres from the "Ver Hage Property" for a potential future 70,000 ± square foot warehouse use. The project is located Route 17M and Echo Lake Road in the Town of Goshen, New York.
