These actions are proposed to improve habitat for golden-winged warbler, a species of special concern.

Project Description:

The applicant proposes improvements to the existing Matfus Residence located at 564 Guard Hill Road in the Town of Bedford. Improvements to the residence include the construction of an addition to the house, three (3) patios, stormwater management system, and a new wooden dock (10' x 20') with 120 linear feet access walkway. These improvements will cause the physical disturbance to ~507 square feet (SF) of Freshwater Wetland K-5 (Class I) and ~8429 SF of the state regulated 100' adjacent area. The applicant proposes to mitigate impacts to the state regulated wetland with ~18,900 SF of plantings (i.e. native trees, shrubs, etc.) within the 100' adjacent area and relocating the existing driveway entirely outside the DEC regulated area.

Project Description:

The applicant is proposing the replacement of approximately 4 miles of existing 26-inch diameter mainline pipeline with 42-inch diameter pipeline in an existing gas pipeline right-of-way in New York State in the Towns of Yorktown and Somers, Westchester County.

The project known as the Atlantic Bridge Project includes the crossing of eight (8) perennial streams, eight (8) intermittent streams and five (5) ephemeral streams. Three (3) of these streams are considered "protected streams" as defined 6NYCRR Part 608, Use and Protection of Waters. All but one of the stream crossings will involve dry crossing construction methods and range in width from 1 feet to 10 feet. The remaining stream will be crossed using a horizontal directional drill (HDD) method.

The project also involves the disturbance to fifteen (15) wetlands including nine (9) federally regulated wetlands and six (6) State regulated Freshwater Wetlands (A-34, A-4, A-39, A-2 and ML-10), though three (3) of these wetlands will not be crossed by the proposed replacement pipeline.

Algonquin has also filed a Wetland Mitigation Plan (Plan) to be implemented during and after construction of the Atlantic Bridge project to avoid and minimize impacts to wetlands and waterbodies. No permanent wetland fill is proposed and the plan involves implementation of an onsite restoration plan to address replanting and the control of invasive plant species.
