Project Description:

The Department has made a tentative determination to approve an Air State Facility Permit renewal for an existing hospital. Located at 1650 Grand Concourse and 1650 Selwyn Ave., the hospital operates as one contiguous facility with combustion installation consisting of two 25.1 mmBtu/hr Cleaver Brooks CB600-600 boilers each burning No.2 fuel oil or natural gas exhausting through a common stack, and three diesel generators (1200kW, 800kW and 400 kW) used for emergencies and limited participation in the NYISO demand response program. This application includes natural gas firing at the two boilers, and addition of one 800kW diesel generator. Facility NOx emissions are capped at 24.9 tons per year.

The facility is subject to the provisions of State Facility requirements specified under 6NYCRR 201-7. The Air State Facility permit contains a listing of the applicable federal, state, and compliance monitoring requirements for the facility. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

The Department has made a tentative determination to approve this application for a modification to an existing permit for a proposed withdrawal and discharge of up to 2,880,000 gallons per day of treated groundwater into the East River (Class I) via NYCDEP Outfall NC-082 from a treatment system consisting of settling tanks, bag filter housing and carbon adsorbers at the applicant's facility located at 416-420 Kent Ave. of Brooklyn where the applicant will temporarily dewater to facilitate construction of a two new multi-story buildings and various utilities. A draft permit is available for inspection and comment at the regional office.

The Department has made a tentative determination to approve an Air State Facility Permit renewal for an existing repair and maintenance facility for NYCT subway cars, buses and non-revenue vehicles. The facility operates a combustion installation consisting of three 47.3mmBtu/hr boilers firing natural gas or No.6 fuel oil (EU B-00001), five diesel emergency generators (EU E-I0001), a gasoline dispensing station (EU G-AS001), and a cold cleaning degreasing unit to clean parts (EU C-C0001). Emergency generators are used to provide backup power during power outages, and their individual operation is limited to less than 500 hours/yr. NOx emissions are capped at 24.9 tons/yr.
