Notice of Public Meeting and Public Comment Period

Adoption of the Draft Recreation Management Plan for the Tooley Pond Conservation Easement

Proposals for the draft Tooley Pond Conservation Easement Recreation Management Plan (RMP) include: hiking, mountain biking, skiing and snowshoeing access to 45 miles of non-motorized recreation corridors; public motor vehicle access and mountain biking to 20 miles of motorized recreation corridors; rock climbing near gate #1 on Tooley Pond Road; paddling and fishing opportunities on Allen Pond, Spruce Pond, Wolf Hole and Pine Marsh; the creation of 9 campsites; and a multiple-use trail, open to ATV use, on approximately 5 miles of roads within the easement lands.

The Tooley Pond Conservation Easement is located in the Towns of Clare, Clifton and Colton in St. Lawrence County, New York.

New York State Department of Environmental Conservation (NYS DEC) will be holding a public meeting on the Draft RMP on October 3, 2016 at 6:00 p.m. at the Colton-Pierrepont Central School Auditorium, 4921 State Route 56, Colton NY 13625.

Comments are welcome and will be accepted by the contact person until November 14, 2016.

Combined Notice of Negative Declaration, Public Meeting and Public Comment Period

St. Lawrence County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Draft Recreation Management Plan for the Grass River Conservation Easement will not have a significant adverse environmental impact. The action involves proposals for the draft Grass River Conservation Easement Recreation Management Plan (RMP) which may include: the opening of approximately 18 miles of roads to public motorized access; access to approximately 55 miles of non-motorized public recreation corridors and 35 miles of fishing and river corridors; additional access to the summit of Little Blue Mountain, the North Branch of the Grass River, and a trail of approximately 3 miles to Church Pond on the neighboring Forest Preserve Parcel of the same name; creation of 10 new campsites on the protected property; new parking areas Bear Creek, Alder Brook, Stony Brook, Little Blue Mountain, Gulf Brook, Middle Branch Grass River and Pleasant Lake; and a multiple-use trail, open to ATV use, on approximately 16 miles of roads within the easement lands.

St. Lawrence County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Draft Unit Management Plan (UMP) for the Grass River Wild Forest will not have a significant adverse environmental impact. The action involves proposals for the draft Grass River Wild Forest Unit Management Plan include: hiking trails to several waterfalls along the South Branch of the Grass River; parking areas; a new lean-to; replacement of a foot bridge over the North Branch of the Grass River; and the opening of a 900 foot stretch of Forest Preserve road for ATV use, as part of a cross-county multi-use recreational trail.

The Grass River Conservation Easement is located in the Towns of Clare, Clifton, Colton and Fine in St. Lawrence County, New York.
