Project Description:

DEC has received an application for a modification of an existing State Pollutant Discharge Elimination System (SPDES) permit. The modification was requested due to a revised scope of work for the larger associated project to sewer sections along the NYS Route 12 corridor in the Towns of Clayton and Orleans. This current proposed modification request only involves the expansion of the wastewater treatment capacity. Originally, the Town proposed to expand the treatment capacity of the Orleans/Alexandria Joint Waste Water Treatment Plant located near Collins Landing to 390,000 gallons per day in this project phase, and the SPDES permit was modified accordingly in 2015. The project has since been modified and the current request is for the discharge of up to 290,000 gallons per day of treated sanitary wastewater.

DEC has made a tentative decision to approve the application and prepared a draft SPDES permit. The proposed changes in the draft permit as compared to the current effective permit will include a change to the permit limits (flow and mass loadings) and flow diagram to reflect the new project scope.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0022110). The City of Sherrill STP discharges treated sewage through Outfall 001. Treatment at the facility consists of grit removal followed by comminution, flow measured by parshall flume, then to two extended aeration tanks with activated sludge, then to two final settling tanks. The clarified wastewater then discharges to Oneida Creek, a class C water. Waste sludge is pumped to a sludge storage tank, drying beds, belt dewatering, press, or to truck for remote disposal.

DEC proposes to incorporate the following modifications to this permit: Settleable Solid limit has been changed. Whole Effluent Toxicity testing requirements have been added. Effluent limits for certain parameters have been changed to reflect the summer seasonal period. Monthly average for Ammonia (as N) was added. Action levels for certain parameters were added. Ultimate Oxygen Demand loading was changed and effluent concentration limit based on the new loading limit was added. Monitoring requirements for Dissolved Oxygen was added. A monitoring requirement for phosphorus (as P) concentration and loading were added. The permit includes updated forms and the latest general conditions. Permit pages, footnotes and conditions have been renumbered and reordered. Details of changes are specified in the draft permit and fact sheet.
