Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit renewal for the Hunt Country Furniture facility located in Dutchess County. This renewal permit was initiated to reflect updated process information, revise Part 228 requirements and incorporate a ten year expiration pursuant to 6NYCRR Part 201.

Hunt Country Furniture manufactures hardwood furniture, and operations at the facility include cutting, planing, sanding, staining, and coating. Air emission sources include spray booths, a drying booth, machining operations, and a wood boiler. The facility is subject to 6NYCRR Parts 200, 201, 212, 227, and 228, and 40 CFR 63 Subpart JJ.

Emissions of volatile organic compounds from the facility are limited to 47.5 tons per year, which is below the major source threshold of 50 tons per year. Therefore, the facility is not subject to Title V permitting requirements.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Persons wishing to inspect the subject files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Applicant is proposing to construct a propane storage facility consisting of six, 60,000 gallon above ground liquid petroleum gas (LPG) storage tanks, three, 90,000 gallon CO2 above ground storage tanks, a 30 foot wide paved access road, an office and a rail spur. A portion of the proposed project is located within NYS regulated freshwater wetland WD-39 and the 100 foot adjacent area including two stream crossings. The majority of the work is in previously disturbed and heavily impacted areas.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation (DEC) has made a tentative determination to modify a State Pollutant Discharge Elimination System (SPDES) permit for the surface discharge of treated sanitary wastewater to an unnamed tributary of the Saw Kill Creek [Class C]. The discharge is associated with the existing the Ametek Rotron facility. The proposed modification includes the change of the classification and SPDES effluent limits from an industrial discharge category to a strictly sanitary category to reflect actual conditions.
