Project Title: Saratoga County Department of Emergency Services

Location: Town of Edinburgh, New York.

Project Description: The applicants are seeking to extend an existing 90 foot tall monopole telecommunications tower on Fraker Mountain to a maximum tower height of 105 feet. A 5 foot lightning rod will be placed at the top of the tower increasing the total overall height to 110 feet above ground level (AGL). All existing tower infrastructure (antennas) will remain at their respective mounting heights. A 36 inch diameter microwave dish is proposed on the 15 foot tower extension, and will be located at the centerline mounting height of 100 feet AGL. The Fraker Mountain tower, previously authorized by APA Permit 2006-220, is part of the Saratoga County Emergency Services Radio Communication System.


Negative Declaration

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed Schluter Systems UMS Properties Warehouse Addition Site Plan 2016 will not have a significant adverse environmental impact. The action involves a request to construct a two story 310 foot by 340 foot footprint and a two story 20 foot by 50 foot footprint for a combined building area total of 213,300 square foot along with other related improvements such as grading, drainage, utility and access improvements. The project is at 194 Pleasant Ridge Road in the Town of Plattsburgh, New York.

Essex County - The Village of Lake Placid, Inc., as lead agency, has determined that the proposed Village of Lake Placid Water System Improvement Project will not have a significant adverse environmental impact. The action involves the rehabilitation of the pressure filters at the water filtration plant along with updates on the monitoring equipment, the SCADA system and the physical plant; the replacement of approximately 4000 foot of aged and undersized water main along the Village's Main Street; and the construction of an additional 1.5 million gallon water storage tank. The project is located in various locations of the Village of Lake Placid, New York.

Conditioned Negative Declaration

Essex County - The Town Board Town of Ticonderoga, as lead agency, has determined that the proposed Ticonderoga Water System will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice.

The proposed project is being undertaken to comply with a New York State Department of Health Tribunal Order. The Town has been cited for failing to replace the uncovered Chilson Reservoir and to provide adequate treatment at the Baldwin Road filter plant. The proposed project includes the following components:

  1. Installation of two new wells and control building on Town owned property located on Route 9N/22, north of Street Road hamlet. Approximately two miles (10,000 linear feet) of water main along Route 9N/22 will be replaced to accommodate the new well source.
  2. Construction of two finished water storage tanks and control building at the Chilson Reservoir site.
  3. Upgrade the Baldwin Road filter plant to be maintained as an emergency water source.
  4. Replace the Mount Defiance storage tank, which has reached the end of its useful life. The Portage water main, which moves water to the Mount Defiance tank, will also be replaced.
  5. Aged water mains on Routes 9N and 74 will be replaced.

The project is located at various locations in the Town of Ticonderoga, New York.

The conditions are:

Upon development of complete engineering plans, a complete archeological review will be completed and State Historic Preservation Office (SHPO) sign off will be obtained.
