Draft Amendment No. 2 to the FFY 2016 CWSRF Intended Use Plan Revisions to the Annual CWSRF Project Priority List

The New York State Environmental Facilities Corporation (NYS EFC) and the Department of Environmental Conservation (NYS DEC) announce that the Federal Fiscal Year (FFY) 2016 Intended Use Plan (IUP) for the Clean Water State Revolving Fund (CWSRF), dated November 2015, is being amended. NYS EFC is seeking comment on 2016 CWSRF IUP Draft Amendment No. 2.

This draft amendment to the Clean Water State Revolving Fund (CWSRF) Intended Use Plan (IUP) for Federal Fiscal Year (FFY) 2016 includes revisions to the FFY 2016 Annual Project Priority List

The Draft Amendment No. 2 will be available on the NYS EFC website at: www.efc.ny.gov.

Written comments on Amendment No. 2 to the CWSRF IUP will be accepted by mail, e-mail, or fax until close of business, September 22, 2016. Comments should be addressed to:

Draft Amendment No. 6 to the Drinking Water State Revolving Fund (DWSRF) Federal Fiscal Year (FFY) 2016 Intended Use Plan

FFY 2016 DWSRF Intended Use Plan Amendments:

The following six projects are added to the DWSRF IUP Annual List below the subsidized interest rate funding line.

DWSRF#18283 - City of Cortland in Cortland County, Upgrade WTP, Population 20,095, IUP listed Cost $1,380,000, Public Health Priority Ranking is 70 points.

DWSRF#18295 - City of Oneonta in Otsego County, Upgrade Transmission, Population 15,779, IUP listed Cost $1,200,000, Public Health Priority Ranking of 70 points.

DWSRF#18309 - Town of Guilford in Chenango County, New WTP, GW Source, Transmission Main, Population 350, IUP listed Cost $1,500,000, Public Health Priority Ranking of 65 points.

DWSRF#18272 - City of Troy in Rensselaer County, Upgrade Distribution System, Population 49,170, IUP listed Cost $1,939,800, Public Health Priority Ranking of 55 points.

DWSRF#18294 - City of Lockport in Niagara County, Upgrade Transmission, Population 22,279, IUP listed Cost $3,000,000, Public Health Priority Ranking of 50 Points.

DWSRF#18284 - Town of Liberty in Sullivan County, Upgrade GW Source and Distribution System, New Storage, Population 1,200, IUP listed Cost $2,112,388, Public Health Priority Ranking of 50 Points.

The New York State Department of Health (NYS DOH) has determined that the amendments are necessary, reasonable, and in the interest of protecting public health. The amendments will not adversely affect any project on the IUP Project Annual List above the subsidized funding line. Except as noted above, there are no other changes to the IUP as a result of this Amendment No. 6 of the FFY 2016 IUP.

Public Review and Comment On Draft Amendment No. 6

NYS DOH will accept comments on Amendment No. 6 to the FFY 2016 DWSRF IUP by mail, fax or email until 5:00 p.m. EST on Wednesday September 14, 2016.
