Project Description:

The applicant proposes to expand the existing sand and gravel mine to add 17.1 acres of land to the currently approved 4.9 acres of life of mine area within the 29.5 acre parcels owned by the applicant. The project site is located north off of County Route 24 (Russell Turnpike), approximately 1,400 feet west of its intersection with the West Parishville Road in the Town of Parishville, St. Lawrence County. The mine is intended to operate as a traditional surface extraction of the Adams sand, which is the predominated soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 5,000 to 20,000 cubic yards a year of aggregate sand and gravel over the estimated 30 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a ± 22 acre uniformly graded and re-vegetated open land. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine expansion area is 17.1 (LOM) acres. The proposed mine expansion is on the west side of the existing mine limits. Mining was originally permitted here beginning in 2005 and has continued ever since.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.
