Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 1,000 gallons per minute of water from an on-site irrigation pond for golf course irrigation. The facility has been in operation since 1961. No changes in current operations from recent years are proposed.

The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

The applicant proposes to modify the roadway intersection of Hook and Curran Road, within the Town of Farmington. A portion of the project area is located within a 100-foot adjacent area of State Wetland (CG-1), requiring an Article 24 Freshwater Wetlands permit. The anticipated disturbance of the adjacent area is approximately 5,615 square feet, and will result in moving the roadway away from the Freshwater Wetland. Sediment controls will be used to minimize potential impacts. The Department has made a tentative determination to issue the permit, but seeks comments prior to making a final decision.

The project proposes improvements to a pump station and the replacement of approximately 15,500 linear feet of 8" force mains, 8" gravity sewers and 12" gravity sewer with 10" force main and appurtenances along sections of Route 414 and Balsey Rd in the Town of Seneca Falls. The project includes one horizontal directional drill crossing under a Class C non-navigable stream for the sewer line, and the temporary disturbance of approximately 958 square feet within the regulated adjacent area of NYS wetland SF-1 for the pump station. The project is intended to increase capacity to handle wastewater from future developments to the north of the project area.
